The Fate of the Affordable Care Act Once Again Before U.S. Supreme Court
The court will start hearing the suit, California v. Texas, on November 10th. This is the third challenge to the ACA to come before the Supreme Court. Experts are uncertain about whether the very conservative court will strike down the entire law, but such a decision would be devastating to millions of Americans and the health systems they rely on. Evaluation Funding Opportunity for Multisector, Community-based SDOH Efforts
NACCHO and ASTHO have just released an opportunity for up to $50,000 in evaluation funding specifically for multi-sector, community coalitions working to address these specific upstream determinants: food insecurity, built-environment, clinical-community linkages, social connectedness, and tobacco-free policies. They will select up to 50 grantees to “to participate in a retrospective evaluation of each coalition’s outcomes and processes to improve health equity and chronic disease conditions by addressing social determinants of health.” Proposals are due December 8, and awardees notified by December 15. Governor’s Budget Request: Major Recovery Spending and FY ’21-’22 Cuts
Amid an historic election and uncertainty over the prospect of federal assistance, Governor Polis released his request, which includes $1.3 billion in one time stimulus spending for FY 2020-’21. The stimulus targets unemployed Coloradans, struggling businesses, those facing eviction, childcare providers, clean energy, workforce development, and more. The request also includes $422 million in recommended cuts across all state agencies. His request sets the tone for the legislature and joint budget committee, so the details of these cuts are likely to change. Recent Transitions: Alamosa and Pitkin Counties
Della Vierra will be retiring from her post as director of Alamosa County Public Health Department in December. Karen Koenemann, director at Pitkin County Public Health, is transitioning to a position with a health foundation in Alaska, her home state. There have been a number of retirements and transitions in the local public health community in the last several months that we missed while this newsletter took a break. We feel such deep gratitude for everything you all have done for our communities, for CALPHO, and for everyone in this state.  We wish you all the very best!

CDC Foundation Launches COVID Community Coalition to Improve Contact Tracing
With funding from Facebook and in partnership with ASTHO and the National Governor's Association, the Coalition will "help states educate communities about the importance and role of contact tracing in slowing the spread of COVID-19 and focuses on the most fundamental aspect of contact tracing: communicating quickly and effectively with diverse communities." Current resources include a collection of social media resources, and results from a qualitative study of contact tracing challenges and potential messaging solutions. See more here.



Public Charge and SNAP: Recent Federal Judicial Rulings Axe Harmful Trump Rules 
This fall two rules enacted by the Trump administration to reduce public benefit availability were struck down in federal court. On October 18, A rule designed to limit states' ability to provide SNAP benefits was struck down by a federal judge on the D.C. District Court. The 2019 USDA rule impeded state’s ability to secure SNAP benefit time-limit waivers when unemployment is high, and the judge cited both major legal and ethical flaws in her ruling. Plaintiffs estimated that the rule would have prevented 700,000 people from accessing the benefit just when it is needed most. On November 2, a federal judge for the Northern District of Illinois vacated the Trump Administration’s rule that denies green cards to individuals who might need public assistance. After a period of injunction, U.S. Supreme Court allowed the rule to go into effect in February 2020, pending the result of last week’s ruling. A study published in Health Affairs estimated that about 260,000 children eligible for Medicaid did not get coverage due to the rule’s chilling effect across all eligible populations. The Trump administration is expected to appeal. Read more in this AP article.

CALPHO and the Health Equity Advocacy Cohort, a program of the Colorado Trust , is hosting multiple “healing towards action” sessions throughout the fall. Starting in August, we've hosted activists, scholars, and artists to explore the landscape of racism, justice, and equity advancement in our country. Recordings for these four sessions can be found here. CALPHO Weighs in: Using & Improving the Dial and Adhering to Dial Timelines
In a joint letter with the Metro Denver Partnership for Health (MDPH) to state pandemic response leaders, CALPHO members expressed support of the state’s dial approach, calling it a “useful instrument to mitigate transfer of this contagious disease while also supporting counties to remain as open and as vibrant as possible.” CALPHO also urged that the state adhere to stated timelines for changing counties’ dial level, and expressed enthusiasm for collaborating on improving the framework.

LiveWell has been strong public health partner, food security advocate, and a force for policy change for over 10 years, and they will be continuing that critical work as Nourish Colorado. They will be launching these changes, including new website and logo, over the following weeks.

Opportunities
Data Across Sectors for Health (DASH) Releases 2 New
RFPs DASH is a program of the Robert Wood Johnson Foundation focused on strengthening local, multi-sector health data sharing and systems. Two new opportunities announced this week:
  • Community Impact Contracts - CIC-Cohort application opens on Wednesday, October 14, due on November 13: aims to fund time-limited activities of already established projects up to $25,000 each, focused on collaborative efforts in local data system development, especially around race and equity. Learn more.
  • Learning and Action in Policy and Partnerships (LAPP) - Application open and RFP released on October 16th, due on December 16th: “targeted funds and direct technical assistance to build the capacity of their community’s eco-system to initiate, strengthen and leverage relationships with the state.”  Learn more.

Fresh Air Interview with Nicholas Christakis
Christakis, an MD and sociologist, is director of Yale’s Human Nature Lab, which uses network and complexity science to study a wide range of issues in the social and computer sciences. He just released his new book, Apollo’s Arrow: The Profound And Enduring Impact Of Coronavirus On The Way We Live, and makes some startling and occasionally positive predictions about how we’ll be living in 2022.
