With Bi-Partisan Vote, Nicotine Regulation Bill Advances in CO House
Including provisions such as requiring licensing of tobacco retailers, improved enforcement, and increased fines, HB20-1001 would provide much needed tools to prevent youth tobacco initiation. Working with co-sponsor and public health champion Rep. Kyle Mullica (pictured), CALPHO is actively supporting this bill, which passed through the House Committee on Health and Insurance on a 9-1 vote last Thursday, 2/13. This level of support came after intensive but productive negotiations with retailer interests. The bill  has many more steps to become law, including stops through two more House committees before a full house vote, then on to the Senate. 


Input Needed: Supporting Colorado’s Medical Officer System
CDPHE-OPPI and the CU Preventive Medicine Residency have teamed up to build resources for supporting Colorado LPHA medical officers. They have started with a Medical Officer Handbook and hope to launch a mentoring program as well. Read this letter from OPPI Director Deborah Monaghan for more information and how you can help.

Health Equity Advocacy Cohort Hosts Affordable Housing Policy/Advocacy Webinars
In a series of four webinars during the month of February, the Cohort is seeking to open up affordable housing policy discussions to a broader audience. Held in the evenings from 6pm to 7:30 and including Spanish translation whenever possible, these webinars intend to be inclusive of those experiencing housing issues in the state. 
  • Feb. 4, 6-7:30 p.m.: Rent Control (View the recording in English or Spanish) In this political education webinar, participants learned about the Colorado law that prevents local communities from enacting affordable housing solutions. They also learned how to get thier community involved in a growing movement to address increasing rents.
  • Feb. 11, 6-7:30 p.m.: Food Security (Recording coming soon) In this webinar, you will hear from the Blueprint to End Hunger about three policies intended to help address hunger in the state. This webinar will also provide participants the opportunity to discuss how those policies will work in their communities.
  • March 3, 6-7:30 p.m.: Mobile Home Enforcement Act (Register here) In this webinar, participants will learn about community-driven efforts to enforce the rights of people that live in mobile home parks.
  • Feb. 25, 6-7:30 p.m.: Inclusionary Housing (Register here) In this political education webinar, participants will learn why it’s often impossible for Colorado communities to ensure new housing developments include affordable options.

Colorado Baby and Me Tobacco Free Program Demonstrates Significant ROI
In an economic analysis conducted by Colorado School of Public Health Researchers and recently published in Public Health Nursing, Colorado’s Baby and Me Tobacco Free (BMTF) program saved Medicaid either $2.79 or $7.73 for every dollar invested (depending on whether the cohort was compared to PRAMS or the birth certificate database). BMTF is a behavioral intervention provided by a public health nurse or health educator to reduce negative birth outcomes associated with smoking during pregnancy. This analysis examined a 39-month period BMTF data, consisting of about 2300 participants, that demonstrated statistically significant risk reductions for low birth-weight, preterm birth, and NICU admission (again depending on which referent database they were compared against). NACCHO to Lead New STI Coalition
Excerpted from NACCHO's News from Washington
Adriane Casalotti, MPH, MSW, Chief of Government and Public Affairs at NACCHO, is one of two co-chairs of a newly developed National STI Coalition with the goal of improving the health of those living with and disproportionately impacted by sexually transmitted infections (STI). The coalition was formed with the leadership of NACCHO, the National Coalition of STD Directors and 15 other national advocacy organizations to advance shared public health policy goals. The announcement comes after the recent Centers for Disease Prevention and Control (CDC) report showing that STI reached an all-time high in the US.

Help the Office of Behavioral Health With Statewide Needs Assessment
Their assessment will inform a five-year strategic plan, and input from local government agencies is critical to their planning. By taking this survey, you can help them better understand:
  • What are the mental health and/or substance use needs in counties, and how are they different among populations experiencing health disparities?
  • What are the challenges with the existing behavioral health system in counties?
  • What are the barriers to creating meaningful change in the behavioral health care system?
  • What resources are available and/or are needed to support county efforts in behavioral health?
  • What is the role of the State in supporting county behavioral health efforts?


RIHEL Advanced Leadership Training Program
The Regional Institute for Health & Environmental Leadership is now accepting applications for its Advanced Leadership Training Program (ALTP). The year-long program is “designed to enhance the leadership skills of the individual participants, and to create an interdisciplinary network of leaders who are dedicated to the health and environment of our region.” Application deadline for the next cohort is April 30. CDPHE Releases RFA for Harm Reduction Program Funding
The CDPHE Overdose Prevention Unit is excited to announce the release of a Request for Applications for the Harm Reduction Grant funding opportunity. Eligible entities that can apply for funding under this opportunity include local law enforcement agencies, local public health agencies, and nonprofit community-based organizations. The purpose of this funding is to reduce health risks associated with drug use by improving communication, coordination, and collaboration among law enforcement agencies, local public health agencies, and community-based organizations. Grantees must be willing to provide services to people across the full spectrum of substance use, including those who are ready to seek addiction treatment services or those who are in recovery. Applications are due March 20, 2020. Learn more and apply here. 

EPA Announces Community-Scale Air Toxics Monitoring Grant Competition 
The U.S. Environmental Protection Agency (EPA) is accepting applications for funding for air toxics monitoring projects under the Community-Scale Air Toxics Ambient Monitoring grants competition. Apply by March 30 and learn more here. EPA anticipates awarding up to $5 million from this competition to fund projects that fall into four categories:
Characterizing the impacts of air toxics in a community (community-scale monitoring);
  • Assessing the impacts of air toxics emissions from specific sources (near-source monitoring);
  • Evaluating new and emerging testing methods for air toxics; and
  • Analyzing existing air toxics data and developing or enhancing analytical, modeling, and/or implementation tools.
