    Colorado Gaining Ground Offers New Course: Leading Improvement Projects
    A new course for LPHA staff on Leading Improvement Projects has just been made available by the Colorado Gaining Ground collaboration, which includes CALPHO, CDPHE, RMPHTC, Trailhead Institute, CPHA, and LPHA representatives. The course was designed for any LPHA staff who would like to learn skills around leading or facilitating a quality improvement project. The course offers a variety of learning methods including self-paced modules, links to tools and resources, and three live learning sessions. There is no limit on the number of staff that can utilize the online course modules, but there is a limit on the number of participants for the live learning sessions.     AARP Recognizes Eagle County as “Age-Friendly Community”
    The AARP officially designated Eagle County as age friendly at their board of health meeting on September 19. Eagle’s Healthy Aging Program Supervisor Carlie Rietmann had this to say about the recognition:

    “ECPHE's Healthy Aging Unit felt it was important plan for the changing demographics coming down the pike in Eagle County. The County's 65+ population is slated to quadruple by 2035, so we felt it was very important to ensure our older community members could age here for as long as they wish to do so. We are committed to closing current gaps that prevent our older population from living their healthiest, happiest lives. Some of these areas of concern are housing, transportation, social and community engagement, connection to resources, and healthcare.”

    New Guide for Public Health Actions on Immigrant Rights
    The newly formed group, Public Health Awakened, has produced an action-oriented guide for LPHAs “who are looking to protect and support undocumented residents and their families.” The guide includes 9 action steps an agency can take immediately to assist these populations faced with uncertain circumstances. Public Health Awakened was formed late in 2016 by Human Impact Partners for local public practitioners concerned with equity and social justice issues. Check out their other resources here.

    Rise in Overdose Deaths Prompts Calls for Safe Injection Sites
    Colorado, like the rest of the country, has experienced a many-fold increase in fatal heroin overdoses in the last decade. Overdose mortality would likely be higher without existing harm reduction programs, like the distribution of clean paraphernalia, the decriminalization of needle possession, and the wider availability of nalaxone. But naloxone only works if someone is there to administer it, and for obvious reasons most heroin users inject in out-of-the-way places. Safe Injection Sites (or Supervised Injection Facilities-SIF), give users a safe place to inject (off the streets and out of public bathrooms) where trained staff can respond to overdoses. This approach saves lives while users wait for the state’s limited treatment program spaces to open. Leading the push for policy changes to allow such sites is Denver’s Lisa Raville, Executive Director of the Harm Reduction Action Center. Fox31 recently interviewed Lisa and other harm reduction advocates about this growing campaign, and this issue will likely be receiving more attention in the following months.     Colorado Youth Matter Forced to Close After Federal Funding Loss
    For decades, Colorado Youth Matter has been providing educators with the training, tools, and resources to engage teens on sexual health issues and other risky behaviors. This invaluable public health partner has recently experienced significant losses in funding from public and private sources, and as a result will be closing at the end of this year. The final blow came this July, when U.S. Health and Human Services terminated the Teen Pregnancy Prevention grant program mid-way through it’s five-year cycle. The fund comprised about ¾ of Colorado Youth Matter’s budget. Read about the closing on the Colorado Youth Matter website and in this Westword article.     Coalition for Health Funding, Local Public Health Officials Brief Congress
    This week the Coalition for Health Funding, a national public health funding advocacy organization, hosted its annual Public Health 101 Congressional Briefing. They invited congressional and administration staff and members of external organizations to learn about the impact of public health on the health and safety of individuals and communities. The theme of this year's briefing was "Building a 21st Century Public Health Infrastructure," featuring members from across the public health spectrum, including Chicago Health Commissioner Julie Morita. This event is a great example of how public health advocates engage policymakers at the federal level, and you can watch a video of presentations here.

    NACCHO Leadership Visit Colorado to Explore Regional Office Concept
    The CALPHO Directors hosted NACCHO Interim Executive Director Dr. William Barnes NACCHO, Director Public Health Preparedness Nick Boukas, and Director of Programs and Budgets Jernell Alexander at the September 15th directors meeting. NACCHO is currently gathering information from LPHAs and State Associations of County and City Health Officials (SACCHOs) on the interest, value, and potential roles of regional NACCHO offices. NACCHO emphasized that no set “formula” of a regional office structure is being proposed, but that regional offices would be organized to respond directly to the TA needs the regions LPHAs and SACCHOs. NACCHO is interested in continuing to receive input from CALPHO members on this topic, so please forward your input info@calpho.org and it will be compiled and set to NACCHO all at once.

    Present at the 2018 Preparedness Summit: Submissions Due October 13
    The 2018 Preparedness Summit in Atlanta, GA will add a national security lens to public health preparedness. Abstract submissions are open, and NACCHO is encouraging subjects relating to building resilient communities, effective situational awareness, better integration of response entities, and strengthening global health security. Abstracts are due October 13 and should be submitted here.

    NACCHO Wants Your Input on Disability Data in CHAs
    NACCHO’s Health and Disability program is seeking success stories from LPHAs on how they include disability concerns and data in their community health assessments and how they have involved the disability community in the assessment process. NACCHO will use this information to create best practices for encouraging LPHAs to expand this practice. Email Sara Lyons at NACCHO for more information.

    CPHA Webinar: Health, Equity & Ending the School-to-Prison Pipeline
    The webinar will focus on Padres & Jóvenes Unidos’ nationally recognized work to end racial disparities in discipline by eliminating suspensions and expulsions for routine behavior issues and limiting the role of police in discipline. Students of color in Colorado are 2-3 times more likely to be suspended and expelled than white students. They will also explore impacts on undocumented students, review recent district data and trends, and consider policy and advocacy tools. The webinar is October 2, from 11am to 2pm. Register here.

    CDPHE to Partner with Mile High United Way to Enhance CO 2-1-1
    CDPHE’s Maternal and Child Health (MCH) Program will be partnering with Mile High United Way (MHUW) 2-1-1 to enhance Colorado 2-1-1's ability to connect the maternal and child health population. They hope to expand the program’s dissemination of information and resources statewide, with a special focus on children and youth with special health care needs. Learn more here.

    Thriving Colorado Offers Second Round of Dashboard Scholarships
    The North Colorado Health Alliance (NCHA) has begun a second round of scholarship funding for the Thriving Colorado Dashboard. This dashboard offers data tracking, strategy mapping, and collaboration tools within an easy-to-use online system that has already been adopted by 15 organizations across the state of Colorado. The Thriving Colorado Dashboard provides communities with the ability to clarify and align goals and strategies, reduce duplication of efforts, and present data to the public in an open and straightforward manner.     The Smart Source tool, developed by the Colorado Education Initiative, can help your school partners assess their current state of health and areas of need. It uses the Whole School, Whole Community, While Child (WSCC) model from the CDC to examine multiple areas including nutrition, physical activity availability, health education, mental health services, and family involvement.     Rural Priority for U.S. Department of Transportation’s TIGER Grants
    The Transportation Investment Generating Economic Recovery (TIGER) grant program aims to stimulate economic development through capital investments in the nation’s transportation infrastructure. This year, USDOT is giving special consideration to rural locations, including projects “that improve infrastructure condition, address public health and safety, promote regional connectivity, or facilitate economic growth or competitiveness.” This may be an excellent opportunity for your agency to get more involved in your community’s transportation infrastructure development. The minimum award is $1 million, and the deadline is Monday, October 16. Learn more on the USDOT website and through these instructional webinars. .

    CDPHE Office of Health Equity Releases Disparities Grant Program RFA
    This program for FY19-21 will use Amendment 35 tobacco tax revenue to target upstream determinants of health disparities. Specifically, the Office of Health Equity (OHE) is seeking applications from agencies with “existing multisector partnerships to work on systems and policy changes focused on upstream determinants of health.” By focusing on multi-sector partnerships, these grants can support your agencies’ transitions to the Community Chief Health Strategist, Public Health 3.0, or Health in All Policies models.     Speech and Belonging Resource Guide from the Haas Institute
    If you’re like most news consumers, the stories and commentary around free speech as it relates to events like Charlottesville can be frustrating, confusing, and sometimes hurtful. Does hateful speech deserve the same protections as free speech? How does speech hurt people? Why does an organization like the ACLU defend hate groups? The Haas Institute has launched a comprehensive resource guide presenting “research-based evidence and perspectives on a range of free speech issues.” The articles and interviews compiled in the guide offer some explanation (though no simplifications) on these issues. Check it out here.

    ProPublica Article: What We Do and Don’t Know About Facebook’s New Political Ad Transparency Initiative

    Remember when the internet was going to bring everyone together, make the world smaller, and foster open dialogue between bitterly divided people? If that utopia ever materialized online, it was short lived. The internet, and especially social media platforms, seems thrive on separating people by a dizzying number of attributes. This may have started as a way to more efficiently advertise, but it now seems to be reinforcing our ideological differences, biases, and fear of the other. Facebook has recently launched a campaign to increase transparency about who buys political ads on their platform, and Julia Angwin digs into this move and whether it will work. She also discusses ProPublica’s new crowdsourcing effort to help catalogue political ads, to study why a particular ad showed up for a particular user and who funded it.
