How are LPHAs Promoting Climate Action, How Can We Do More?
CALPHO is in the early stages of forming a sub-committee or workgroup to help answer these questions and support LPHAs that want to drive action on climate and sustainability while maintaining our focus on equity. Whether through new or existing partnerships, cross-jurisdictional efforts, or internal changes, LPHAs are in a unique position to drive action. Some examples of current activities include efforts to expand composting, instituting green-house gas inventories, upgrading county facilities and vehicle fleets, and considering anti-idling ordinances. If you are interested in being a part of this, email Peter Manetta. Our next zoom meeting will be on October 17. Many thanks to those you who have voiced a need for collaborative climate action over the years and have been moving ahead in your own communities. This collective effort is long overdue.

New Partnership Seeks Closer Human Services-Public Health Collaboration
Recognizing the need for a primary prevention approach to child welfare, seven metro-Denver area counties are in the initial stages of forming a partnership of public health and human services agencies to “create the conditions for strong families and communities where children are healthy, valued, and thriving.” Called the Colorado Partnership for Thriving Families, they aim to expand across the state and involve relevant state agencies, nonprofits, and philanthropic partners. Update on Youth Vaping and Lung Injuries Related to Vaping
Yesterday, the CDC announced that there have been 805 cases of lung injury reported from 46 states and 1 U.S. territory in people with a history of e-cigarette product use or vaping. Twelve deaths have been confirmed in 10 states. CDC also announced the agency has received complete sex and age data on 373 cases.
  • Nearly three fourths (72%) of cases are male
  • Two thirds (67%) of cases are 18 to 34 years old with 16% of cases under 18 years and 38% of cases in people 21 years or younger
Last week, the FDA issued a proposed rule to set forth requirements related to the content, format and FDA's review and communications procedures for premarket tobacco product applications as part of the agency's oversight of e-cigarettes and other tobacco products. This will allow the agency to start reviewing existing e-cigarettes on the market. The proposed rule notes that for an e-cigarette product to remain on the market, FDA will consider the risks and benefits to the population as a whole, including users and non-users of tobacco products.  The proposed rule will be open for public comments through November 25.

Separately, we still await the FDA's formal proposal for removing flavored e-cigarettes from the market in order to help curb youth use of these products, which has skyrocketed. That is expected to be released in the coming weeks. This week NACCHO joined letters to the President and First Lady thanking them for their support of such a ban and highlighting the need for strong and swift action in order to address this public health challenge.

Isakson Introduces Legislation on Gun Violence Research  
Senator Johnny Isakson (R-GA) introduced the Expanding Research on Mass Violence Prevention Act, which would authorize $75 million annually for the CDC to conduct research on factors contributing to the recent increase in acts of mass violence and to better identify individuals who may be inclined to commit these acts. NACCHO has long supported additional funding for gun violence prevention research, most recently joining a coalition letter led by Giffords, the gun safety advocacy group started by former Representative Gabrielle Giffords (D-AZ), asking for $50 million in dedicated funding for gun violence research – $25 million for each – at CDC and National Institutes of Health (NIH).
