TCHF Awards CALPHO Grant for PH Transformation
CALPHO has secured a substantial award from The Colorado Health Foundation that will fund the first phase of our public health transformation initiative. During this phase, CALPHO staff and transformation contractors will coordinate workgroups of LPHA directors and staff to adapt Foundational Public Health Services model and identify what basic services and capabilities each LPHA needs to fully serve their entire populations. This detailed model will inform an assessment process starting in the spring of 2019 that will produce estimates of how much it would cost to attain full-service delivery. The assessment will replace this year’s CDPHE-OPPI’s annual review survey, and the TCFH grant includes support for ample technical assistance for all aspects of completing the assessment. North Colorado Health Alliance Receives $1.5 Million for Opioid Addiction Treatment
Working with a broad coalition of provider and payer partners and through a highly competitive process, the North Colorado Health Alliance (NCHA) secured this award from the Substance Abuse and Mental Health Service Administration (SAMHSA). The three-year grant will “provide support for an enhanced integrated network of care for individuals with opioid addiction living in Weld and Larimer counties.” Read the press release here. Office of Health Equity Issues RFA for Anti-Displacement Efforts
CDPHE’s Office of Health Equity (OHE) is offering this funding through the Health Disparities Grant Program. They “have funding for a 2-year grant cycle to support lead agencies that have resources, partnerships and community engagement skills to … convene cross-sector partners to change policies and/or zoning regulations or design guidelines and requirements to transform land-use planning and/or housing systems related to anti-displacement or affordability, which can ultimately have a positive impact on reducing incidences of cancer, cardiovascular and pulmonary diseases.” The deadline is October 30.     The Republican candidate for Colorado attorney general, George Brauchler, is now more skeptical than he was this spring of legislation allowing law enforcement officials to ask the courts for permission to take guns from people deemed to pose a significant risk to themselves or others. His new assessment of so-called “red flag” legislation comes in the wake of what he sees as the abuse of such laws, like one in Broward County, Florida, convincing him that the focus should be on mental health care not a red flag bill.

Rural Health Information Hub Features SLV PH Partnership in New Case Study
This recently published case study tells the story of the San Luis Valley Public Health Partnership (SLVPHP), comprised of 6 Colorado LPHAs in the San Luis Valley (Saquache, Alamosa, Rio Grande, Conejos, and Costilla counties) and Silverthread Public Health District (Mineral and Hinsdale counties). The study covers the partnership’s inception and some of its most important milestones, including the development of a shared community health assessment and improvement plan. Read it here.

Local News Segment on Mesa’s School-Centered Connectivity Initiative
Mesa County Public Health’s (MCPH) connectivity efforts are currently focused on the community of Clifton and leveraging its elementary school as a social connection anchor. This story, published in Western Slope Now and shown on the local CBS affiliate KREX, introduced the connectivity effort using CDPHE’s recently released zip-code-level life expectancy tool. Centering the school within the life-expectancy frame highlighted the longevity of the students and youth in general, and how connectivity and health interplay over the life-course. Serve on A Blueprint to End Hunger Workgroup
The Colorado Blueprint to End Hunger is seeking LPHA members for its Goal 4 Workgroups. Developed with support from The Colorado Health Foundation, the Blueprint is a “multi-year plan to end hunger for all Coloradans.” They designed Goal 4 to “Maximize SNAP and WIC enrollment to propel Colorado to become a leading state for enrollment in these health and nutrition benefit programs.” Learn more about the Blueprint here, and read about the workgroup’s specific activities and commitment details here.

State Legislative Substance Use Committee Crafts LPHA Response Bill
CALPHO has been working through the Opioid and Other Substance Use Study Committee to secure funding for CDPHE and Local Public Health Agencies through the stakeholder process. Currently, the bill contains statutory language that allocates $5,000,000 to LPHA’s. It is one of a suite of five bills released by the committee last week. Committee members will vote October 2 on these bills, and changes may occur during that process. Read more in this update from Frontline Public Affairs.

CALPHO Members Vote on A35 Funding Reduction Plans
CALPHO was asked to facilitate a discussion among the LPHAs regarding the distribution of a 2.5% cut to tobacco grantees. CDPHE prepared several scenarios to consider and CALPHO members asked for an additional scenario during the call where CDPHE staff were able to present that for the group’s consideration. A ranking survey was created for 5 scenarios. CALPHO tabulated the results and sent a recommendation letter to the Tobacco Review Committee. Ultimately, the Committee determined to distribute reductions of 3% to agencies with grants of >$220,000 (excluding regional grantees) and 1.5% to agencies with <$220,000. A memo was sent to CALPHO members through OPPI on Thursday, September 27. While CALPHO’s recommendation was not adopted, the opportunity to provide input on the decision is a positive step in the transparency of the process. CALPHO was also able reiterate our desire for continued partnership in determining how to create sustainability in a revenue stream that will continue to decline with the ongoing success of the program, and to not lose sight of the success attained so far as programmatic activities also decrease as a result of decreasing funding.
