Hello CALPHO! You may have noticed that our newsletters have grown to an excessive length. To keep it shorter, we are switching to a twice-per-month schedule.  

$19 Million in SAMHSA and CDC Opioid Grants Coming to CO in 2019
U.S. Health and Human Services (HHS) recently announced the release of funding awards to all states and a few counties and municipalities to fight the opioid epidemic. CDPHE will receive about $4 million from the CDC to improve overdose and use surveillance. For the first year of its State Opioid Response (SOR) program, the Substance Abuse and Mental Health Services Administration (SAMHSA) awarded about $15 million to Colorado’s Office of Behavioral Health (OBH), part of our state’s total $38 million two-year award. Most of this funding will improve treatment access and recovery support. The most preventive efforts will expand the alternatives to opioids (ALTO) in emergency departments and programs that target the families of those in treatment and recovery.

While we have been eagerly anticipating this funding and welcome the expansion of much-needed treatment efforts, there is a clear lack of attention to upstream prevention. That’s partly why CALPHO’s Substance Use Disorder Subcommittee is hosting a 2-hour “deep dive” into prevention strategies on September 20th, from 11am to 1pm (immediately following the CALPHO Directors meeting). Anyone is welcome to join via Zoom, but please register first.

CHI Releases Comprehensive Housing Needs and Solutions Scan
Commissioned by the Health Equity Advocacy Cohort, this report shares the results of CHI’s extensive scan of Colorado’s housing issues, the multiple ways housing is linked to health, and potential solutions from here and across the country. The solutions are organized into eleven priority areas, including mobile home park ownership conversions and certifying “health workers” as building health inspectors. The report offers a thorough view of the equity-housing-health intersection in Colorado. Download it here.

City of Boulder Bans Vaping Flavors; Sends 40% E-Cig Tax Question to the Ballot 
In a productive session, Boulder’s city council voted unanimously to ban flavored e-cigarette products, raise the tobacco purchase age to 21, and send a ballot question to voters on implementing a 40% sales tax on all vaping products. Read more in this Daily Camera article. Other Colorado municipalities are also considering or implementing flavor bans, including municipalities in Summit County. Also, the FDA has indicated they will be cracking down on “unauthorized, non-tobacco flavored e-cigarette products.” 



HCPF Gets the Ball Rolling on Hospital Community Benefit Accountability
House Bill 19-1320 requires tax-exempt nonprofit hospitals to be more transparent about their community benefit activities and to seek input from stakeholders on those activities. HCPF has just released an approximate timeline for this annual process and the initial implementation steps. First on the timeline is HCPF’s outreach to stakeholders on this process itself, which should be taking place over the next couple months. We will keep you informed on how to ensure a public health perspective is included. See the full timeline here. 

U.S. Senate Transportation Bill is a Boon for Active Transit
The bipartisan transportation reauthorization effort includes several measures aimed at improving biking and walking infrastructure. There’s plenty of good news in there for those of you partnering on active transportation projects. Read more about it in this blog from the League of American Bicyclists. Some of the highlights include:
  • Total 40% increase for the Transportation Alternatives program (from $850 million to $1.2 billion)
  • Planning agencies from smaller communities (less than 200k population) will become eligible for Transportation Alternatives funds and all planning agencies will have more flexibility in program development and implementation
  • The bill creates a “center of excellence on new mobility” to study self-driving vehicles, e-scooters/e-bikes, and ride share programs, including equity implications

NACCHO Hosting Local Health Information Technology Virtual Conference
Featuring a keynote on national data and technology opportunities with Karen DeSalvo, this conference on local health IT will be entirely virtual. It will be held on September 25, from 12pm-5pm ET. Its purpose is to be “an online space for IT staff to meet virtually and share replicable best practices with an emphasis on cybersecurity, telehealth application, websites, among others.” Registration is $99 for NACCHO members and $199 for non-members. Census Outreach Messaging Webinars from the Funders Census Initiative
Many of your agencies are partnering with local nonprofits or other local agencies on Census outreach for hard-to-reach populations. The Funders Census Initiative (FCI) has produced a series of recorded webinars, each about message testing for specific hard-to-reach populations. Access them here. 

CDPHE Seeks Board Members for Front Range Waste Diversion Program
Senate Bill 19-192 established the Front Range Waste Diversion (FRWD) grant program and they are now seeking board members for three-year terms. To ensure a diversity of perspectives, the board must include 3 members from state agencies, 2 from front range cities, 2 from front range counties, and 6 from nonprofit and for-profit recyclers.  Apply here. Manufactured (Mobile) Home Parks Issues and Policy Survey
Proponents of the Mobile Home Park Act Oversight Bill (HB19-1309) have developed a survey to collect input on remaining gaps in act. Any public health professionals who have been involved in mobile home park issues should fill out this survey, so please forward it to your interested colleagues. Access the survey here. 

CCI Releases Final Draft of State-County Wildfire Cooperative Agreement
After conducting an extensive stakeholder process, Colorado Counties, Inc. released their final draft of the agreement, meant to function as a base template for county-state cooperative agreements on wildfire protection. Your commissioners can still comment on the draft through COB Wednesday. Access the draft here.  

Co-Responder Services Program Request for Applications
Colorado Dept of Human Services released this RFA on September 12, with a deadline of September 19. Behavioral health co-responders accompany law enforcement officers on calls where mental health and substance use are incident factors, with the aim of preventing unnecessary incarceration and increasing system efficiency.  Learn more about the program here and access the RFA here.
