CDC’s Measles Outbreak Toolkit for LPHAs
With over 1000 reported cases in the U.S., the current measles outbreak is the largest since 1992. Colorado has the lowest vaccination rates in the country and pockets of extremely low vaccination in certain school districts. CDC’s communications toolkit should help LPHAs prepare for a local outbreak. It includes infographics, letter templates, and adaptable web content. Access the toolkit here.

Census 2020 Outreach Grants – Upcoming Summer Deadlines
HB19-1239 authorized $6 million in funds “to support outreach to hard-to-reach populations” during the 2020 Census. The CO Department of Local Affairs (DOLA) is managing the funds. Below are some key dates. Visit DOLA’s program website to learn more about the program and these events. There is a tight turn around for grants, so you may want to prepare early!
  • July 1, 2019 Census Outreach Grant Committee Meeting
  • July 8, 2019: Grant Applicant Q&A and Stakeholder Meeting
  • August 15, 2019 Grant Applications will be made available.
  • September 15, 2019 Grant Applications must be submitted through the e-grants portal.
  • November 1, 2019 Grant Awards will be announced.
  • December 29, 2019 Grant Funds will be transferred to recipients.
  • June 30, 2020 All grant funds must be spent.

U.S. Supreme Court Hands Down Key Census Ruling
The U.S. Supreme court has blocked the citizenship question on the 2020 Census. While the ruling is complex, it appears that there will not be a question asking people’s citizenship status. For more details check out the latest Common Cause census newsletter, Democracy Wire.

New Federal Legislation to Restore $2 billion to the Prevention and Public Health Fund
On Tuesday, Senator Blumenthal (D-CT) and Representative Matsui (D-CA) introduced bicameral legislation to restore the Prevention and Public Health Fund to $2 billion annually, the level originally authorized by the Affordable Care Act. More than 180 organizations, including CALPHO, joined a sign-on letter thanking both Members for introducing the legislation. Transformation Communications and Advocacy Shifts into High Gear
With the hectic 2019 legislative session behind us, our attention has shifted to 2020 and our legislative effort to adequately and predictably fund Colorado’s revised core public health services and capabilities. The transformation steering committee is working closely with Jennifer Miles of Frontline Public Affairs to plan advocacy strategy and supporting legislative efforts. Meanwhile, the FrameWorks Community of Practice has launched with the goal of developing messaging to support transformation and better communicate the value of the public health approach.

This effort is necessarily collective, so we’re inviting all of you to submit your own short statement or tagline (up to 100 words) that answers the question “what is public health.” You don’t need to be a framing expert to submit, just try to get at the what, how, and why of it as succinctly as you can. Try to avoid jargon, acronyms, and foul language (unless you absolutely must). We will be using these responses as starting points for messaging development in the FrameWorks Community of Practice. Also, we will send out all the submissions in the July CALPHO Newsletter and you will all get to vote on the best one. The winner will be announced at Public Health in the Rockies and receive a $15 gift certificate! Submit your answer here by EOD on Monday, July 8.

Karen Koenemann Elected to NACCHO Board
Karen, public health director for Pitkin County, joins the board for the 2019-2020 term (July 1 to June 30) as the at-large member representing LPHAs serving 50k people or less. Congrats Karen!

Jeff Kuhr Selected for PHRASES Fellowship
Jeff was among only 14 other public health professionals from across the country selected as a fellow for Public Health Reaching Across Sectors (PHRASES), a program of the de Beaumont Foundation and the Aspen Institute. Over the next year, PHRASES fellows will get intensive training from FrameWorks to become experts and leaders in communicating the value of the public health approach to other sectors. They will also be instrumental in the roll-out and adoption of the PHRASES communications toolkit, which will be the focus of our final FrameWorks Community of Practice session on August 14. We’re certainly excited to have a CO LPHA director involved in this critical work. Congrats, Jeff!

New CO Behavioral Health Task Force Includes LPHA Representatives
The task force, being organized and supported by the Colorado Department of Human Services, will “evaluate and set the roadmap to improve the current behavioral health system in the state,” including “developing Colorado’s ‘Behavioral Health Blueprint’ by June 2020, with anticipated implementation of recommendations starting in July 2020.” Della Cox-Vieira, public health director Alamosa County, was appointed to the main governing task force. Las-Animas Huerfano Counties District Health Department Director Kimberly Gonzales will serve on the safety-net subcommittee along with Jessica Schart from Kit Carson County Department of Public Health and Environment. Congrats Della, Kim, and Jessica!

Tom Dunlop Receives NNPHI’s Joseph Kimbrell Award
The National Network of Public Health Institutes’ Kimbrell Award is “bestowed on an individual within the NNPHI family who has made extraordinary contributions to the network.” Thomas Dunlop, Trailhead Institute Board Member and Environmental Public Health Advocate for the Pitkin County Board of Health, is being honored for his 25 years of service supporting the development of Trailhead Institute and tireless dedication to participating and supporting NNPHI. He was EH director in Pitkin County for 25 years, and now consults in the field. He has been instrumental in bringing EH and PH together, helping the formerly separate fields to recognize just how much each depends on the other’s work. Congrats, Tom!

Single-Issue Court Decision a Victory for TABOR Repeal Proponents
On Monday, June 17, the Colorado Supreme Court ruled that a repeal of TABOR can be presented to Colorado voters as one ballot measure rather than multiple measures. Colorado has been operating under the most restrictive tax laws of any state in the county since voters approved TABOR in 1992. Two years after TABOR passed, a constitutional amendment was passed that restricted any Colorado ballot measure to a single subject. Since that time, it has been assumed that multiple ballot initiatives would be necessary to repeal TABOR, a prohibitively expensive effort. Now, TABOR opponents, like the Vision 2020 coalition being led by the Colorado Fiscal Institute, of which CALPHO is a member, can put forth a single ballot question for full repeal of TABOR. This is just one of several reform approaches currently being considered.

The Supreme Court’s decision and the resulting media coverage are spurring debate on taxes, the roles of government, and the value of public investment. The Vision 2020 coalition is committed to offering an alternative to TABOR in 2020 that will permit a more equitable tax system and allow for needed investments to make Colorado communities places we all want to live, work, and play. President Signs Preparedness Act into Law
The Pandemic and All Hazards Preparedness and Advancing Innovation Act (PAHPAI) is a comprehensive reauthorization that, according to NACCHO, “strengthens the Public Health Emergency Preparedness (PHEP) program at the Centers for Disease Control and Prevention (CDC), which supports the work of health departments to prepare for and respond to all types of disasters, as well reauthorizes the Hospital Preparedness Program (HPP) at the Assistant Secretary for Preparedness and Response (ASPR), which is critically important to preparing the healthcare delivery system as a whole to respond to and recover from a disaster.” Learn more in this summary from ASTHO.

HCPF Releases HTP Community Engagement Midpoint Reports
As part of the Hospital Transformation Program (HTP), hospitals are required to “engage organizations that serve and represent the broad interests of the community… to identify community needs and resources to inform their applications to the HTP.” These reports are now available to anyone. You can obtain the report for your area hospitals by emailing Courtney Ronner at HCPF.

House Committee Holds Hearing on Title X Protection and Family Planning
The House Energy and Commerce Oversight and Investigations Subcommittee held a hearing this week: "Protecting Title X and Safeguarding Quality Family Planning Care." This hearing examined changes made by the Department of Human and Health Services (HHS) to the program, and how those changes will affect both the state and local health care providers who utilize Title X funding, as well as the millions of individuals who seek out these healthcare providers for preventative and reproductive health services. The changes sought by HHS would strip Title X program funding from health providers that offer abortions or abortion referrals, due to what they say are concerns about potential "comingling" of funds. However, Diane Foley, the senior HHS official who oversees Title X, was unable to cite specific examples of program funds being improperly used for abortion during her testimony.

NACCHO has previously expressed concern over the proposed changes to the Title X family planning program. Multiple courts had temporarily blocked the policy change from taking effect; however, yesterday a three-judge panel of the U.S. Court of Appeals for the Ninth Circuit ruled that the policy could go into effect while the lawsuits against the government work their way through the Courts. Their decision means that the changes to the program can occur everywhere in the country, except Maryland where a separate stay had been issued.

CSPH Community Health Assessment Students Available for Project Assistance
The Community Health Assessment (CHA) course at the Colorado School of Public Health (CSPH) has frequently worked with LPHAs to support their CHA/CHIP efforts while providing invaluable experiences for students. The school is currently preparing the course for the 2019-2020 year and seeking partnerships with LPHAs working on assessment activities. While many of you have already finished your CHA for the current cycle, they can work on other assessment efforts in the areas of secondary data and literature analysis, qualitative data collection and analysis, and survey design. Health Promotion & Chronic Disease Pre-Conference Session at PHiR

CU Denver School of Public Affairs (SPA) is currently recruiting for the Rocky Mountain Leadership Program. CALPHO Asked to give testimony to Opioid and Other Substance Use Disorders Study Committee
CALPHO is gaining recognition as the place to get answers about local public health. This month, CALPHO was asked to provide testimony to the Opioid and Other Substance Use Disorders Study Committee about specific prevention successes local public health has been involved in at the community level, and gaps that may exist that could be addressed through the legislative process. This on the heels of the success of HB-228 which appropriated $2 million dollars for public health 1.5 of which will go to locals to support basic foundational capabilities related to substance use such as ongoing coalition building and support.

Delta Dental of CO Foundation 2019 Oral Health Funding Opportunity
Delta is opening an equity-focused funding opportunity available to local agencies and nonprofits, aligning with their mission to “seek to provide all Coloradans with a continuum of accessible dental care and education across a lifetime.”. They are seeking projects that focus on “historically overlooked” populations in three main programmatic areas: access to care, prevention of tooth decay, and connections to overall health. The Fate of Food

As food insecurity becomes more of a public health priority, we need to be considering how climate change will affect food systems. Amanda Little explores how our diets will necessarily change, probably becoming far less varied (and less interesting) as the most change-sensitive crops fail (including many tree crops). This book is solutions-heavy, so far more optimistic than governmental and academic reports predicting widespread disruptions and famine. She details how a mix of high-technology and traditional practices can potentially stave off some of the worst predicted effects. For a summary interview, check out this Vox article.
