CPHA Seeking At-Large Board Member for Rural Outreach
The Colorado Public Health Association is now accepting nominations for their board. As part of an effort to extend their membership and partnerships outside the over-represented front-range, they are recruiting for an at-large board member who focuses specifically on outreach to rural communities. Upcoming Deadlines for CDPHE Tobacco Funding Opportunities
CDPHE is asking for non-binding letters of interest for fiscal years 2019-2021 for tobacco programs. This is under a particular RFA (7513), the purpose of which is “to fund innovative approaches to address tobacco related inequities, with a focus on interventions that reach the remaining 15 percent of Colorado adults who smoke.” The tobacco control community has recognized that many traditional cessation and anti-initiation approaches don’t work as well for this remaining 15 percent, so innovation is key. Boulder County Recognized for Excellence in Food Protection
The Conference for Food Protection just announced its annual Crumbine Consumer Protection Award for Excellence in Food Protection. Boulder County Public Health and Kansas City, Missouri Health Department are this year’s winners. Crumbine winners “serve as models of excellence for other public health and safety programs across the nation, offering best practices to advance food protection programs.” Join us in congratulating BCPH for this honor, and read the press release here.

National Academies Explores Drivers of Rural Health Equity
The academies held these proceedings on June 13 not in Washington, D.C. or San Francisco or Boston, but in Prattville, Alabama. The location was appropriate for the theme, underscoring the importance of homegrown community empowerment strategies for advancing equity. Panelists discussed the role of philanthropy, community organizing, economic prosperity, and issues around health care access. Watch the panel presentations here. The presentations on economic prosperity were particularly thought-provoking. This month’s CALPHO blog by Peter Manetta explores the relationship between economics, health equity, and potential messaging strategies that highlight the connection.

Aspen is First Colorado Community to Implement Tobacco 21
The movement to raise the legal age for purchasing tobacco products to 21 is gaining steam. On June 10, Aspen city council voted to approve the measure, becoming the first community in Colorado to do so. Dr. Kimberly Levin, an ER physician and health advocate in Pitkin County, spearheaded the year-long campaign to raise the legal age, and shared her experience with CALPHO directors on Friday, July 21. Also on that day, New Jersey Governor Chris Christie signed that state’s tobacco 21 law, invoking his own family’s experience with tobacco-related illness. This came just a few weeks after the Oregon house of representatives passed their own tobacco 21 measure. While the idea is simple, as CALPHO directors learned last week, execution is nuanced and tricky. Environmental Justice Field Trip for CO Directors of Environmental Health
At their July quarterly meeting, held last week in Steamboat Springs, the Colorado Directors of Environmental Health (CDEH) took a break from the typical conference schedule for an environmental justice themed excursion in south Routt County. Joined by colleagues from CALPHO and CDPHE, the directors visited a wastewater treatment lagoon, the Twentymile coal mine, and a landfill/recycling/waste-diversion site. Tracy's Dispatches from the 2017 NACCHO Annual
As one of my first official functions as the new Executive Director of CALPHO, I had the opportunity to attend, with many Colorado colleagues, the NACCHO Annual “Public Health Revolution: Bridging Clinical Medicine and Population Health.” Session topics ranged from how local health departments collaborate on community health assessments and setting community health priorities to helping local health departments be their community’s chief health strategist. Threaded throughout the conference was the theme of telling the stories of public health and the benefits to the entire community and looking at our work through the lens health equity, social justice, and the social determinants of health. Next year’s NACCHO Annual will be held July 10-12 in New Orleans, LA

Colorado Researchers Launch Massive Biobanking Study with SDOH Focus
A group of researchers associated with the University of Colorado is planning a longitudinal population health survey that will link biomarker data with myriad other data sources over a ten-year period. The designers aim to recruit about 1 million Coloradans for the Colorado Longitudinal Study (COLS), collecting samples annually. Importantly, they will incorporate social and environmental determinant data like neighborhood factors and air quality data. Combined with a saturation of participants in the same communities, this biomarker-SDOH link will permit innovative analyses of our health challenges that are not possible with current data sources. QI Tool of the Month: CHIP Quality Improvement Resources from PHI
The Community Health Improvement process can be difficult to get off the ground. The Public Health Institute (PHI) has curated a list of resources that can assist with identifying challenges, facilitating collective decision making, and fostering consensus among stakeholders. One of the newer tools is the Analytic Cause Tree, which helps teams develop a one-page diagram and summary of the causal ecosystem around any problem or challenge. Check out the full list here.

Colorado Health Institute Releases Climate Change & Health Report
As the political debate over climate change continues to rage, many sectors are already planning for how they will respond to its likely effects. Public health and health care entities are beginning to prepare for the health consequences, and this report offers a brief, easily digested overview of how higher temperatures will impact population health. The Colorado Health Institute (CHI) organized the report into three sections representing the greatest climate health threats: rising temperatures, worsening air quality, and extreme weather. It can serve as a quick reference for public health professionals, but is approachable enough for policymakers and other partners. Check it out here.

Denver Post: Colorado’s Urban-Rural Divide
As a city-dweller, I am amazed at what a visit to Colorado’s rural areas reveals about my own biases. Cities offer so many conveniences and opportunities that we urbanites usually take for granted, like being less than a mile from a well-stocked grocery and having easy access to multiple hospitals and medical specialists. We also tend to forget how much we rely on non-metro communities for everything from supporting infrastructure to recreation to food. The Denver Post has launched a fascinating new series of articles illustrating the widening demographic, economic, and political gaps between urban and rural Colorado. In addition to providing perspectives from both worlds, the articles include some interactive infographics detailing the historic trends in data that represent these gaps.
