Final STEPP Funding Reductions for FY 2020
The Tobacco Review Committee has finalized its plan for reducing the STEPP funding by $1.3 million, in response to falling revenues. Cuts are spread across specific programs as well as grantees. CALPHO advised the committee on the most appropriate distribution of cuts to its members. Read about all the cuts in this memo.

2019 Public Health in the Rockies Call for Abstracts
The theme of this year's conference is - Equity and Social Justice: Innovation at Elevation. This year, Public Health in the Rockies returns to the Keystone Conference Center, from August 27 - 30. The purpose of the 2019 Public Health in the Rockies Conference is to provide an opportunity for education, networking and skill development of professionals in Colorado and neighboring regions. Call for Volunteers: Beta Testers Needed for Cost Assessment Tool
The assessment process will require intensive data collection to understand current statewide implementation and spending on core public health services and estimate the cost to fully deliver core public health services statewide based on the current service delivery paradigm. To facilitate this Habile Consulting is working in collaboration with CALPHO and CDPHE, through the Colorado Public Health System Transformation Project Management Team, to develop a process and assessment tool that will facilitate a high participation rate and ensure consistency among respondents in the data collection process. To ensure that the assessment tool is as user-friendly and accessible to Colorado LPHAs as possible, we’ll beta test the tool with volunteer LPHAs. Learn more about this process here.

Lessons Learned from Efforts to Center Race in Health Equity Advocacy
The Health Equity Advocacy Cohort, of which CALPHO is a member organization, has sought to make race the central issue in strategizing on how to advance equity. The Cohort determined that racism and racial oppression are the determinants that must be addressed in order to make progress on others. They formed the Racial Equity Team to lay the groundwork for an anti-racism movement that would build willingness, awareness, and capacity in individuals and organizations. The work is often emotionally charged and difficult to assess, but the Cohort’s evaluation partners at Social Policy Research Associates did an excellent job. Download their report here.

HB 19-1014 Passes Legislature, Governor to Signing Today!
The bill, Retail Food Establishments Inspection and Suspension, passed 64 to 0 in the House and 29 to 6 in the Senate. Among other provisions, the bill clarifies some statutory language around certain topics and changes some rules around penalties. Read the summary here.

Anti-Preemption HB 191033 Passes Senate, Back to House with Good Prospects
House Bill 1033, Local Governments May Regulate Nicotine Products, passed the House and then the Senate with an amendment. Per a Frontline Public Affairs update, “the bill was amended to indicate that communities that IMPLEMENT a tax on cigarettes would still lose their state ‘shareback’ portion of the state tobacco tax. But the fiscal penalty would still be removed for licenses or fees on cigarette retailers and communities “considering” a tobacco tax increase.” The bill will now go back to the House and is expected to pass and be sent on to the governor’s desk for signature.

Clean Indoor Air Modernization, HB 19-1076, Passes Committee
The bill passed through the House Health & Insurance Committee yesterday (2/17) on a 10-1 vote. Here’s a summary of the action from the CO Tobacco Free Alliance: “There were several amendments adopted to address grandfathering in existing tobacco bars/lounges, creating new signage and minor entry rules and grandfathering in businesses that have built out structures to conform with current CCIAA distances restrictions. These were all sponsor amendments that were negotiated ahead of time. Rep. Susan Lontine (D-Denver) did offer a fifth amendment to exempt existing, licensed marijuana businesses that are operating under Denver’s ordinance. The coalition will work with the sponsors and Rep. Lontine to remove this amendment once the social consumption bill is introduced this session.” The bill now moves to the house floor.

Celebrating Successes: Collaborative Enforcement for Rabies Control
On the evening of April 24, 2018, the epidemiologist at the Pueblo Department of Public Health and Environment received a lab result which confirmed a dog was positive for rabies, which was the first domestic animal case in 60 years. Once investigations discovered a living dog that had been in frequent contact with the rabid dog, the agency worked closely with CDPHE, city and county attorneys, and the Pueblo Police Department to get the second dog into quarantine over the objections of the owner.

Communicating the value of public health through such stories will be a key component of the outreach and advocacy efforts supporting public health system transformation. NACCHO Profile Questionnaire Coming First Week of March
Administered every 3 years, the profile “represents the largest, most reliable source of data on LHDs and collects information on LHD infrastructure, workforce, finance, governance, activities, and services.” This data is quite useful to CALPHO, OPPI, and other partners. LPHAs will have five weeks to complete the profile. NACCHO is providing some virtual office hours on March 8, from 9am to 11am MST. Learn more here.
