Communications Materials for PH Transformation Advocacy
CALPHO staff and our lobbyist Jennifer Miles have produced some talking points and a one-pager that you can use when advocating for investing in public health and implementing core services and capabilities. Please DO NOT share the talking points document outside of public health – they are meant to be used conversationally or adapted for written communications. These resources pair well with stories and examples from your local work, and we highly recommend having a few of those in your quiver as you meet with policymakers, partners, or community leaders. As you use and adapt these, it will be helpful to keep in mind some of the grounding concepts that are informing our advocacy communications:
  • Building foundations metaphor: A strong public health system is like a strong building foundation.
  • Infrastructure: We are seeking to shore up public health infrastructure that will support everyone's community improvement efforts.
  • Investment: recent Frameworks research is apparently indicating that this term is preferred over "funding," perhaps because it implies a return.
  • Aspirational: be able to articulate the potential benefits of increased investment, with real-world examples if possible (e.g. El Paso County's reduction in teen suicide rates, or statewide reductions in teen pregnancy over the last decade or so).
Also, please let us know if certain points work better than others so that we can make informed revisions. Thanks!


OPPI Updates Primary Contacts by Region
With recent changes at CDPHE’s Office of Planning Partnerships and Improvement (OPPI), Interim Director Deborah Monaghan wants to make sure that LPHAs know who their primary state contact is. Please download this map to view your contact. Keith Siemsen will still be the environmental health liaison to the entire state, in addition being regional OPPI contact mainly for the southeast. 

In addition to the state contacts, information and resources for local public health agencies can also be found on the CDPHE Local Public Health & Environmental Resources website.

Cost Assessment Review Begins; Start Advocating Now
Thank you to everyone who was able to participate in the CALPHO Public Health Transformation and Steering Committee meetings in October. Habile reviewed some findings from assessments including:
  • Current core public health services implementation costs
  • The gap in funding to fully implement core public health services
  • Current level of implementation of core public health services
  • Cross-jurisdictional sharing opportunities
Next steps include a detailed review of the full report by the project management team and the creation of agency level profiles. 

Key to any successful “ask” for additional public health funds is a strong relationship with our elected officials. Please reach out and schedule meetings with your elected officials soon. Jennifer Miles has provided guidance on setting up the meetings and resources to help you prepare for the meeting:

Vision 2020 Releases Policy Options Input Tool for Tax Reform Ballot Initiatives
Vision 2020 is a coalition, of which CALPHO is a part, with the dual mission of educating the public about the value of public investments and promoting policy solutions to fix Colorado’s restrictive and regressive tax law (namely TABOR). Towards that goal, they have released an input tool for collecting opinions on the policy options for addressing TABOR. Because it is also an educational tool explaining complex tax policies, it is dense with details. We highly recommend watching this video tutorial and reviewing these FAQs, or attending one of their upcoming webinars on November 7, from 4 to 5pm. 

Help Define the Future of the 10 Essential Services National PH Model
Together with the deBeaumont Foundation, the Public Health National Center for Innovations (PHNCI), has launched a collaborative effort to review and revise the 10 Essential Public Health Services Framework, which is the basis for accreditation. Add your voice to this process by taking their online survey by November 8th, and attend their next “town hall” webinar on November 13, from 12:30pm to 1:30pm MST. 

CDOT Issues Report Detailing Results of Statewide Listening Tour
The listening tour was a key component informing the development Colorado Department of Transportation’s massive transportation planning effort that will guide projects for at least the next decade. Access the report and read the press release here. A draft of the full plan is scheduled for release in early 2020.

CDPHE Recycling Grant Program NextCycle Now Accepting Letters of Intent
For communities working on waste reduction and promoting green economic development, Colorado NextCycle is now accepting letters of intent (LOIs). NextCycle is a business incubator designed to improve the end markets for recovered commodities and organic materials in Colorado. Any business, nonprofit, or other team with an interest in establishing a new end market or expanding an existing end market for recovered commodities or organic materials is encouraged to apply before November 20, 2019. TFAH Webinar on Impacts of Tobacco Pricing Strategies
The Trust for America’s Health is hosting a “panel discussion with public health leaders as they highlight the current legal landscape of tobacco pricing strategies, the health impacts of tobacco pricing strategies, and how advocates are working at the local and state level to reduce tobacco use.” With more and more Colorado communities regulating tobacco on their own, this should be an invaluable discussion. November 13, 11:30am. Register here. 

CDPHE releases WIC and CACFP 2019 Annual Reports
The Nutrition Services Branch (NSB) at CDPHE has formed a performance management system for WIC and the Child and Adult Care Food Program (CACFP). To help with tracking program metrics and goals, the branch will be issuing annual reports for both programs and has just released those for 2019. Student Leaders in Public Health: Funded Student Projects in the Field
The Rocky Mountain Public Health Training Center (RMPHTC) is now accepting applications for the Student Leaders in Public Health (SLPH) program. Students get financial support for work in the field or on faculty sponsored collaborative projects. Learn more about the program here(link). Email Olivia Jolly to learn more about becoming a preceptor/mentor to host students in the program.

Strategies to Address Climate Change Risk in Low-and Moderate-income Communities
Special Issue of the Community Development Innovation Review from
The Federal Reserve Bank of San Francisco
 

These articles discuss innovative financing and valuation models for addressing climate risk in low-and moderate-income communities (which is really most of them). Many of these articles explore what role the private sector can play in mitigating climate risk at the local and regional levels, and how governments can leverage those opportunities. Topics range from creating a forest resilience bond model to the role of healthy aging infrastructure, and the intriguing and innovative ways such efforts can be funded.
