Focus Groups Progressing, Draft Definitions Coming Soon
CALPHO and CDPHE-OPPI have so far held 10 focus groups in which participants compared the national Foundational Public Health Services (FPHS) model with Colorado’s current core services and the foundational definitions adopted by Oregon and Washington. We’re using these sessions to create draft definitions for each capability and service, and we will be sharing those first with focus group participants, and then with all of you. Each set of draft definitions will be in a shared google document with space for anyone to comment. If you missed the focus groups, you can still provide valuable input during this draft review process. Keep a lookout for the links to these draft definitions. Please email Tracy with any questions. PH Transformation Steering Committee Members Chosen, Start Work January 16
Many thanks to the 39 excellent applicants and the selection committee, and congratulations to the selected members! The steering committee will be the final reviewers for what will become Colorado’s foundational public health services and capabilities and will strategize next steps for the following phases of transformation.

Sylvia Proud, public health director at Pueblo Department of Public Health and Environment, is retiring from her position in January. Lynn Procell, currently director of community health services, will serve as interim director starting February 1. Many thanks to Sylvia for her service to Pueblo and CALPHO. We wish you well!

State Campuses Banning all Tobacco, Vaping Included
Responding to Governor Hickenlooper’s November 2 executive order on tobacco and public facilities, Colorado’s state schools are banning all tobacco products from their campuses. The move especially targets vaping, which has been increasing at alarming rates among Colorado’s youth. Read more here.

Celebrating Successes: Thousands of Cavities Prevented in Garfield
Fewer Colorado children have cavities now than they did 10 years ago. This positive trend is attributable to programs like the Garfield County Smiles for Students, a school-based oral health program that aims to prevent cavities by providing dental sealants to children in need. Sealants on permanent molars reduce the risk of cavities by 80 percent with a net savings per child estimated at $632. Oral health is an important part of overall health and wellness. Toothaches lead to pain when eating, missed school days, costly complications and physical and emotional stress. Since the program began nearly a decade ago, it has provided dental appointments to 11,668 children (2009-2018). Many students who participated in the program would not have received care otherwise due to costs, inability for families to take off work or get to dental appointments and other barriers.

These and other public health success stories are featured in CALPHO’s this transition brief for newly elected or appointed government leaders. Communicating the value of public health through such stories will be a key component of the outreach and advocacy efforts supporting public health system transformation. NACCHO Collecting Case Studies of LPHA-CHC Collaboration on TB
NACCHO is interested in learning about examples of where LPHAs and community health centers (CHC) have partnered to do TB prevention and control (including screening, testing, and treatment). They are interested in developing case studies from these examples and identifying resources that would further support LPHA-CHC services sharing for TB through both informal and formal arrangements. NACCHO Released 2018 Forces of Change Report
Focused on financing and infrastructure challenges, the Forces of Change survey has been tracking the health of the public health system since 2008. This year’s survey found that while finances are generally improving for LPHAs, major workforce issues persist. Read about these trends and download the report here.

New PH Staff Sharing Checklist from the Center for State & Local Govt Excellence
The Center for State and Local Government Excellence, with support from the Center for Sharing Public Health Services, conducted an environmental scan and key informant interviews to identify and better understand the opportunities and challenges associated with staff sharing arrangements in LPHAs. The information gathered from these interviews was used to develop this checklist, a guide to help public health departments evaluate the appropriateness of sharing staff among two or more jurisdictions and communicate about staff sharing arrangements with elected and appointed officials so that these decision-makers can make sound policies about sharing staff. January is Radon Action Month in Colorado
Our state has notoriously high radon levels, with about half of all homes exhibiting unhealthy levels. It is the second leading cause of lung cancer deaths after smoking. LPHAs can advocate for radon-resistant construction and promote testing and mitigation, among other activities. Learn more in this email from PHR3 Project Manager Susan Martino.

This tome is a well-organized, practical guide to the 100 most promising initiatives to significantly reduce carbon emissions and address other emerging environmental catastrophes like effects of industrial-scale, fertilizer-dependent agriculture. Hawken and the other contributors skip the blame and recrimination typically found in climate change books, presenting a grounded and pragmatic path forward. They developed a rating system based on ROI calculations informed by extensive background research. Toping the list are some solutions you would expect, like adopting plant-rich diets and investing in more rooftop solar. With them are also social solutions, including educating girls and family planning (ranked #6 and #7 respectively), which – through multiple causal pathways – can both reduce atmospheric carbon and better mitigate the effects of climate change. Many of these solutions are also addressable through local policy and state policy, especially in the area of land management. Check out their website and learn more about the rating system here.
