Federal Tax Reform Proposals Will Have Considerable Impact on Public Health
While we are still reeling from the threats of the CHAMPION Act, tax reform bills that will have devastating effects on public health funding recently passed the House and the Senate Finance Committee, and the Senate is likely to vote on it this week. Included in the proposals are automatic spending cuts that would lead to the complete elimination of the Prevention and Public Health Fund (PPHF). Currently, the PPHF makes up 12% of the CDC budget and its elimination would be a disaster for the public’s health. NACCHO, APHA, and CPHA have issued action alerts urging members of Congress to reject any tax reform proposal that would reduce health insurance coverage, raise insurance premiums, or threaten public health funding. Tri-County Health Department Achieves Accreditation
The Public Health Accreditation Board (PHAB) announced 13 new awardees last week, including Tri-County Health Department (TCHD). With that announcement, there are now over 200 accredited public health agencies in the U.S., covering about 70% of the population. Read about the announcement here. Human Impact Partners released their health equity guide earlier this year and is currently hosting a 4-part webinar series that introduces the guide through real-world examples. Hear local public health professionals and national equity experts discuss how to advance equity with infrastructure changes, multi-sector collaboration, and community partnerships. Accountable Care Collaborative 2.0: Regional Accountable Entities Finalized
Phase 2 of the Accountable Care Collaborative transformation (ACC 2.0) moved a step closer to implementation this week. On Monday, HCPF announced the official end of the RFP bid protest period. The agency is now focusing on contract negotiations with the new Regional Accountable Entities (RAEs), and will soon begin sharing more detailed information and plans to help providers and stakeholders prepare for the program transition. BOLD Alzheimer's Infrastructure Bills Introduced in U.S. House and Senate
A bipartisan group of house and senate members has introduced legislation that would establish a nation-wide public health infrastructure focused on dementia and Alzheimer's. The Building Our Largest Dementia (BOLD) Infrastructure for Alzheimer's Act would devote federal resources to wider prevention efforts, cognitive decline risk reduction, early detection, better care planning, caregiver support, and data collection and analysis. Via cooperative agreements with HHS, funding for this work would flow to state, tribal, or local public health agencies. The bills would also establish community-based centers of excellence to help guide education and awareness efforts. “Offline October”: Littleton Teens Design Suicide Prevention Intervention
Earlier this year, two high school students in Littleton took their own lives in the same week. Some of their peers recognized that heavy social media use seemed to be a major contributing factor. In an October interview with Colorado Public Radio, the organizers explained how social media can impact how teens see themselves relative to their online peers, who appear to be always beautiful, happy, and doing the most interesting things: “everything is so filtered and so prerecorded if that makes sense and so, if kids start to see that, then they kind of start to judge themselves inwardly and say, ‘Oh, my life isn't that perfect,’ and so that's where problems can get started.” They organized “Offline October” to raise awareness around social media overuse and mental health and get as many people unplugged as possible. The Forces of Change semi-annual survey explores current transformational trends in local public health. This year's survey focused on five specific areas of change, including budget cuts and job losses, Zika prevention and response, multi-sectoral partnerships, and workforce development. Join the Mentoring Movement! The Colorado Public Health Mentoring Program (CPHMP) is seeking public health professionals from all functional areas of the public health workforce and experience levels to serve as mentors for the 2018 cohort. The goal of CPHMP is to cultivate a strong future for public health in Colorado by facilitating the mentoring process among public health professionals. NEHA Now Accepting Applications for Hosting Environmental Health Interns
The National Environmental Public Health Internship Program is an educational opportunity for undergraduate students interested in environmental health. The National Environmental Health Association (NEHA) coordinates the program with funding from the CDC. Policy Training Opportunities with Siegel Public Affairs
Through CALPHO’s role as a member of the Colorado Trust’s Health Equity Advocacy Cohort, our members are welcome to attend two upcoming policy training sessions in the Denver area with the Cohort’s policy consultants, Siegel Public Affairs. You can attend in person or remotely, and both trainings will be recorded.
  • Legislative Analysis 101: December 5, 11:00 a.m. - 12:30 p.m. The Colorado Trust, 1600 Sherman St, Denver
    This training provides anyone interested in the legislative process the fundamentals of how the legislature works and where to engage as advocates. This includes a step by step review of how a bill becomes a law and an overview of the power dynamics and decision makers that shape the outcomes. We will also review Colorado’s unique budget context and the impact that has on policy. RSVP here.
  • Effective Education and Lobbying Meetings with Elected Officials:
    December 12, 11:00 a.m. - 12:30 p.m. The Colorado Trust, 1600 Sherman St, Denver
    This training will provide best practices for holding effective meetings with decision makers at the local, state and federal level. This will include how to prepare for the meeting, the key elements to getting your message across during the meeting as well as how to build on the meeting through follow up afterwards. Share with your Partners: Rural Economic Initiative Impact Grants from USDA
This program provides funding for the development of essential infrastructure and facilities for areas experiencing extreme economic disadvantage. A wide variety of projects are eligible, including non-commercial health care facilities, transportation infrastructure, community centers, and distance learning/telemedicine infrastructure. Any local government agency, non-profits, and tribal organizations are eligible. Learn more and apply here.

Share with your School Partners: Lead Testing Grants Applications Due Dec. 15
As a result of lead testing legislation passed last session (HB 17-1306), the Water Quality Control Division established this grant program to support schools seeking to address lead concerns. Public schools, districts, and charter schools are eligible for this testing grant. Learn more about the program and apply here. Questions about the program are due tomorrow, December 1.

Also Share with School Partners: America’s Promise Healthy Schools Fund
America’s Promise Alliance, with funding from the Robert Wood Johnson Foundation, will award three to five grants of up to $150,000 to multi-stakeholder community organizations focused on equity, SDOH, and systems change to improve health and education. This opportunity is a great fit for community health alliances that include schools or school districts and have a history of successful collaboration on addressing upstream determinants.
