CALPHO Policy Committee Seeks New Members for Co-Chair Positions 
Serving on your policy committee is a valuable opportunity to gain a strategic perspective on the state’s legislative processes and critical work of promoting public health’s interests. The committee has two chair positions, both of which are vacant, that must be occupied by an environmental health professional and a public health professional. You do not need to be an agency director to serve as a committee chair. A good candidate will have experience and/or interest in public health policy, and have time to facilitate one-hour calls twice per month during the legislative session (January-first week of May) and once a month calls in Sept-Dec. They will also need to have some time for email/phone communications to plan agendas and for urgent policy issues. Email Shannon Kolman before September 5th if you are interested.

Cost Assessment Draws to a Close, Analysis Will Reveal Gaps and Opportunities
The assessment process was sometimes onerous, but the data will be critical to transformation policy advocacy efforts. All 53 public health agencies participated in data collection using about 200 hours of technical assistance. This kind of primary data about all Colorado LPHA’s is rare and valuable. In addition to providing an estimate of the current and needed capacity to implement Core Public Health Services, the analysis will produce an estimate of how much it will cost to assure it for every person in Colorado. The analysis will also reveal other non-financial barriers to full implementation and opportunities for efficiencies in service delivery. Stay tuned!

Award Winners at Public Health in the Rockies
Among the recognized and accoladed at PHiR yesterday was Dr. Mark Johnson, executive director of Jefferson County Public Health, who received the Lifetime Achievement Award. Also recognized as Exemplary Public Health Nurse was Crystal Brandt of Clear Creek County. Congrats Mark and Crystal!

San Miguel and Ouray Counties Hire Rosalind Penney as Shared PH Director
Rosalind joins San Miguel and Ouray from San Juan Basin Public Health, where she held the post of regional epidemiologist. She will serve both counties’ LPHAs as Public Health Director. Congratulations and welcome, Rosalind!

Watch: Housing and Health Equity at the Colorado Health Symposium
CALPHO partners from the Children’s Campaign and Lake County Build A Generation participated in plenary sessions at the recent Colorado Health Symposium. Stephanie Perez-Carrillo presented on the Health Equity Cohort and it’s recent research with the Colorado Health Institute to more accurately assess the affordable housing situation in Colorado and what policy solutions are available. The panel that followed included Eudalia Contreras of Lake County Build A Generation on their considerable efforts to address housing in the Leadville area.

Renewed Urgency for Addressing Air Quality After Recent Lung Health Studies
The long-term effects of outdoor air pollution on respiratory health has not been well understood. Two recently published studies have illuminated some of the specific long-term effects of various pollutants. A large UK Biobank study of 300,000 people found that increased exposure to fine particulates was associated with an extra two years of aging. Another study of a smaller American cohort showed that increased exposure to “ambient air pollutants, especially ozone” was associated with increased emphysema. Colorado has many pockets of high ozone and other pollutants, and not just on the front range. At the state level, Colorado’s Zero-Emission Vehicle program and its proposed rules for oil and gas activities aim to reduce those levels. On a local level, LPHAs can advocate for policies that incentivize active transit, increased public transit options, and anti-idling ordinances (or active enforcement of existing ordinances).

Slots and Scholarships Available for the Rocky Mountain Leadership Program
The Rocky Mountain Leadership Program will open for applications are closing September 13. This 5-day leadership intensive, for government and nonprofit professionals, occurs at the Mountain Thunder Lodge in Breckenridge, October 7-11. Systems for Action Funding for Research into Multi-Sector Partnerships
Systems for Action (S4A) is a signature research program of the Robert Wood Johnson Foundation (RWJF) that helps to build the evidence base for a Culture of Health by rigorously testing new ways of connecting the nation’s fragmented medical, social, and public health systems. Studies conducted through the S4A program test innovative mechanisms for aligning delivery and financing systems for medical, social, and public health services, with a focus on the effects of these mechanisms on health and health equity. The Award ceiling is $500k, and the deadline is November 6. Learn more here.
