Congress and White House Strike a Two-Year Budget Agreement 
Last week, the U.S. House of Representatives passed a bipartisan two-year budget agreement that will avert scheduled severe sequestration cuts to federal funding and raise budget cap levels to more responsibly fund the federal government. The Bipartisan Budget Act (BBA) framework agreement was announced earlier in the week by Congress and the White House. Now the Senate will have to vote on the agreement. Urge your Senators to pass the pass the BBA without delay. Read more in NACCHO’s most recent News from Washington and the Senate Action Alert.
 
2020 Census Outreach Grant Applications Due September 15
An accurate, equitable Census count is critical to public health in so many ways. In 2019 Colorado’s legislature passed HB 19-1239, which authorized $6 Million to “to provide outreach, education and promotion for hard-to-count communities statewide to increase self-response and accuracy for Colorado’s 2020 Census population count.” A wide variety of organizations are eligible, including local government agencies. This could be an excellent collaborative opportunity for multi-sector or cross-jurisdictional partnerships, and we encourage you to share and discuss your ideas with each other. CO Medication-Assisted Treatment Expansion Call for Applications
The University of Colorado’s Center for Prescription Drug Abuse Prevention and the College of Nursing are now accepting applications for the Colorado MAT Expansion Program. The purpose of the program is to expand the Medication-Assisted Treatment (MAT) Pilot by increasing the number of counties that may participate in the program, extending the duration of the program in existing counties, and expanding the MAT workforce to treat opioid use disorder. Letters of intent are due August 19 and full applications on September 16. Learn more in their RFA. And be on the look out for the email survey Tracy sent earlier this week as we try to get a better idea about public health’s participation in this work and how we might help LPHA’s to receive these funds. August 27 Pre-Conference and Celebratory Events at Public Health in the Rockies
The Colorado Public Health Association (CPHA) and the Colorado Department of Public Health and Environment’s (CDPHE) Prevention Services Division are offering a free pre-conference workshop: Advancing Equity and Justice through Chronic Disease Prevention & Management in Colorado for public health professionals and community and healthcare partners. Registration is required, and separate from your Public Health in the Rockies.

CDPHE's Office of Planning Partnerships and Improvement (OPPI) is hosting a leadership session on workforce retention. Join other local public health directors across the state for a day of re-energizing! In the morning, RIHEL will facilitate a training exploring how to create a culture where employees want to stick around (including Stay Interviews!). In the afternoon, OPPI will provide space for you to connect with each other and discuss topics important to your work. Breakfast and lunch provided. Register here.

Starting at 4pm on 8/27 at CALPHO's Lakeside Village Condo, we're hosting a "1-year of transformation" celebration!! A staggering amount of work has been done over the 12 months on Public Health Transformation. Exact room to be announced at the OPPI Training and Networking Event. See you all there!

 Public Health Transformation                                        
 
Adjusted for Inflation, CO Investments in PH Have Declined Precipitously 
While Colorado’s population grew 16% in the last decade, state funding for public health has decreased by 19%, according to a new analysis provided exclusively to CALPHO. This inflation adjusted figure paints a more accurate picture of state disinvestment in public health. In addition to population growth over the last decade, other concurrent trends further emphasize how risky and disproportionate this reduction has been:
  • Colorado's GDP grew by 48%
  • Colorado spent 133% more on Medicaid services (2009-2017)
  • The opioid crisis worsened significantly
  • Colorado faces emerging threats from climate change events


PH Transformation Talking Points: Starting With “Why Transformation, Why Now”
Our transformation advocacy strategy hinges on reaching legislators, policymakers, and other key influencers. With this audience, we’ll likely need to explain “why transformation, why now” as succinctly as possible, grounding our justification in practical terms. Here is a basic starting point you can adapt (or just use as is) for formal or informal interactions:

"Governmental public health is responsible for protecting the public’s health through a core set of services. These services have been deemed so critical that they are required by state law to be available to everyone, everywhere in Colorado. But can every agency do this in our current context?"

Once the cost assessment analysis is completed, we will have a more precise answer to that question. In the meantime, here are some additional talking points with just a little more detail on the justifications for transformation and funding our public health systems reliably, predictably, and sustainably.

Kari Ladrow Appointed Public Health Director for Routt and Moffat Counties
Routt and Moffat counties formerly contracted for public health services with Northwest Colorado Health, which Kari headed up for Northwest. Affordable Coverage Option (HB 19-1004) Proposal Stakeholder Meetings
The Department of Health Care Policy and Financing (HCPF) and the Colorado Division of Insurance (DOI) held introductory stakeholder meetings in late May and early June around the implementation of the Proposal for Affordable Health Coverage Option (HB 19-1004). The bill requires HCPF and DOI to develop and submit a proposal to the legislature by November 15 concerning the design, costs, benefits, and implementation of a state option for health care coverage. The financial sustainability of a state option is a frequent topic at these meetings, and it is a critical opportunity to communicate the role of public health and primary prevention in reducing overall health care spending. Additional stakeholder meetings going over the same content from the initial meetings will be held in August:

Updated Clean Indoor Air Act  - Reference Guide and Fact Sheet
Colorado’s new and expanded clean indoor air restrictions went into effect on July 1. CALPHO partner Tobacco Free CO has developed a concise reference document for your use and a fact sheet for distribution to community and partners. Please also read this official notice of the updated act from CDPHE.

Food Equity and Food Security: Documentaries for Group Screenings
Is your agency working on food issues through your community partnerships? Hosting a screening of one of these documentaries could be a good way to seed productive discussions and inspire community involvement. Check out these titles curated by one of our health equity advocacy cohort partners (Caitlin Schneider at the Colorado Fiscal Institute): 
  • A Place at the Table: Hunger, especially in the United States, is often not the result poverty, not food shortages. A Place at the Table profiles three of the 50 million Americans who live with hunger every day and describes the challenges they face between staying full and eating healthy food. One family is based in Colorado.
  • Urban Roots: Urban Roots documents the urban farm phenomenon that has sprouted in Detroit Michigan (a city which is 80% African American) and its intersection with food justice and the employment/population/housing crisis after GM pulled out and essentially left the city without jobs.
  • The Garden:  This Academy Award-nominated documentary tells the story of a South-Central Los Angeles community of farmers and their urban garden that rose up, despite facing numerous obstacles, such as claims of eminent domain by the garden site’s previous owners.
  • Dolores: With intimate and unprecedented access, Peter Bratt’s Dolores tells the story of Dolores Huerta, among the most important, yet least-known, activists in American history. Co-founder of the first farmworkers union with Cesar Chavez, she tirelessly led the fight for racial and labor justice, becoming one of the most defiant feminists of the 20th century.

Behavioral Health Task Force looking for LPHA participation
What is the BHTF? The Behavioral Health Task Force will evaluate Colorado’s behavioral health system and develop a statewide blueprint to reform the system with the goal of enabling every Coloradan experiencing behavioral health needs to receive timely, high-quality services in their communities. Governor Polis asked the Executive Director of the Colorado Department of Human Services, Michelle Barnes, to lead this effort.

How can I get involved? Visit the bi-weekly newsletter and subscribe in the upper left-hand corner. Participate in community meetings across the State and engage on social media. Share your thoughts and ideas and suggestions on an ongoing basis. All Task Force and subcommittee meetings will be available to watch live or recorded, and details will be posted on our webpage.

Opportunities
Cross-Sector Innovation Initiative Issues Call for Proposals
PThe Center for Sharing Public Health Services and Public Health National Center for Innovations (PHNCI), with funding from the Robert Wood Johnson Foundation (RWJF), are co-leading the Cross-sector Innovation Initiative (CSII). The CSII is a three-year endeavor to identify and support public health, healthcare and social services organizations striving to build stronger, sustainable connections to better meet the goals and needs of the people they serve and ultimately improve health equity. Up to 10 grantees will be selected to receive awards of up to $150,000 each for projects that will last between 18 and 24 months, starting in early 2020. Eligible applicants must be part of established collaborations, although it is anticipated that selected collaborations will have reached different levels of maturity. The first phase of the selection process isa brief proposal due by September 5. Learn more and apply here.
