CALPHO-OPPI Directors Track at Public Health in the Rockies
We’re pleased to share that CALPHO and CDPHE’s Office of Planning, Partnerships and Improvement (OPPI) have organized a track of strategic-level sessions at Public Health in the Rockies, mostly focused on public health transformation. The sessions are open to all. The track starts Wednesday, August 29, at 10am:
  • Navigating the future of public health, from 10am to noon, will explore how to we begin to create an equitable governmental public health system that works for everyone, everywhere by sharing experience and lessons learned in this work from across the country and right here at home.
  • Taking steps to transform the governmental public health system in Colorado, in 2 parts from 1:45pm to 3:30pm and 3:45pm to 5:30pm, will begin building consensus on the core public health capabilities and services on which Colorado's governmental public health system must be built. Through facilitated discussion, participants will prioritize the capabilities and services that every Colorado governmental public health agency must have to create a more equitable public health system and meet its charge of protecting the public's health.

Jeff Kuhr Appointed to Colorado Early Childhood Leadership Coalition
Mesa County Public Health Executive Director Jeff Kuhr will serve as a commissioner on the Colorado Early Childhood Leadership Coalition (ECLC). The coalition advises the Colorado Department of Human Services, Office of Early Childhood, supports strategic, cross-agency alignment, and develops "strategies and monitor efforts to increase the access, quality and equity of services and supports on behalf of pregnant women and children birth through age eight." Jeff is the sole local public health representative in the coalition. Learn more about the ECLC here. Congrats, Jeff!

Transitions: Farewell Dan Martindale and Welcome New Public Health Directors!
Welcome to Colorado’s newest public health directors for Lincoln, Elbert, Prowers, and El Paso counties:
  • Jobeth Mills, Lincoln County. Jobeth started July 1.
  • Rachel Larson, Elbert County. Rachel starts August 6.
  • Meagan Hillman, Prowers County. Meagan starts September 1
  • Susan Wheelan, El Paso County. Susan will serve as interim director starting in September. She is succeeding Dan Martindale who is retiring after 23 years serving the agency.

Equity in Housing: Estimating the Economic Costs of Unstable Housing in Childhood
Evidence that inequities have a substantial economic cost is accumulating, which you can read more about this blog from Center for Health Progress Director of Communications Sarah McAfee. A new analysis from Children’s HealthWatch explores the projected health care and other costs over a decade in the life of someone who experiences unstable housing during childhood. They estimate that the total economic cost of children and mothers in unstable housing over ten years to be $111 billion. The authors emphasize that this is likely a conservative estimate since it excludes fathers’ health costs and the treatment of chronic diseases exacerbated by unstable housing. 2018 Colorado Community Report Card Reveals How Policy Priorities Compare
Colorado Mesa University’s Social Research Center – along with partners at the Denver Metro Chamber of Commerce, Colorado Counties, Inc, and others, -- surveyed residents from across the state on Colorado’s most important policy concerns. For this report, they stratified results using a variety of demographic divisions to explore the nuances of Colorado’s urban-rural (metro/non-metro) split.
  • Opinions differ most significantly between metro/non-metro areas on satisfaction with affordable and quality health care, education, and housing. High-speed internet and job availability were also areas of geographic difference.
  • Issues with closer alignment between metro/non-metro include satisfaction with city and county governments, park and open space accessibility, and Colorado generally be a safe place to live and raise a family.
 
Some other interesting results include attitudes towards TABOR and de-Brucing that run counter to certain regions’ expected political alignment. Also, when rating areas of highest concern, about a third of respondents statewide indicated that pollution and discrimination were “not at all a problem.” Download the report here.

Denver Applies Collective Impact Approach to Opioid Strategic Plan
The City and County of Denver released their Opioid Response Strategic Plan last Tuesday (July 24). Denver Department of Public Health and Environment (DDPHE) led an extensive collective impact effort during the development of this plan, including in the process representatives from community members who use opioids, community organizations working in the field, and many other municipal agencies. Starting with an initial visioning exercise in June 2017, partnership members dove deep in to the systemic factors contributing to the crisis and developed a plan that leads with upstream considerations. The plan is organized under three main goals: prevent substance (mis)use, improve treatment access and retention, and reduce harm. The prevention metrics for their 1st goal are notably upstream, including increasing “the number of providers delivering evidence-based programs on adverse childhood events and trauma” and increasing “the percentage of youth who report having a parent or adult they can talk to or go to for help.” Read the full plan here.

NACCHO ACTION ALERT
On June 1, the Trump administration published a series of proposed changes to the regulations governing the Title X family planning program. For nearly 50 years, Title X has been the sole federal grant program dedicated to advancing people's access to comprehensive contraceptive and related family planning services in the United States. More than half of Title X grantees are local health departments. Title X patients are disproportionately low-income and young; about one-third identify as people of color, and about one in 10 have limited English proficiency.

The proposed rule revives a series of changes first advanced (but never fully implemented) under President Ronald Reagan, collectively known as the "domestic gag rule." These changes prohibit abortion referral; undermine patients' right to unbiased, comprehensive counseling about pregnancy options; and exclude agencies that provide abortion using non-federal dollars from receiving any Title X funds. Additionally, the proposed rule seeks to fundamentally reshape both the scope of services and the network of entities supported by Title X funds. Taken together, these shifts constitute an all-out assault against Title X patients' ability to obtain high-quality family planning care that respects their sexual and reproductive health and rights. NACCHO and many other advocates provided comments opposing these rules and will continue to follow how this unfolds.

  • School Nurses Managing Neurological Conditions – October 2 to October 23: For school nurses working in Colorado and managing the care of one or more students with a neurological condition (i.e., seizures, non-epileptic events, headaches, or minor head trauma).
  • Prenatal Substance Exposure – September 25 to November 13: Offered in partnership with Illuminate Colorado, this course offers perinatal providers and support personnel in the medical setting, best practice approaches for the care of families at risk of and/or impacted by prenatal substance exposure.
  • Mood and Anxiety Disorders for SIM Practices – September 5 to October 10: For primary care providers (DO, MD, NP, PA) and Behavioral Health Providers working in or with a Colorado State Innovation Model (SIM) practice.
