In Washington, Public Health Advocates Fighting on Multiple Fronts
NACCHO, ASTHO, APHA and their allies certainly have their hands full this summer with critical legislation and the FY2019 budgeting process.
  • 2018 Farm Bill: Last Thursday, June 21, the House of Representatives passed their version of the bill, which expands work requirements for participating in the Supplemental Nutritional Assistance Program (SNAP). The Senate passed their version this week that does not expand the work requirements. Read more in analyses by the Children’s Campaign and the Food Research & Action Center.
  • 2019 Federal Budget: The House Labor, Health and Human Services and Education (LHHS) Subcommittee published a report on the FY2019 appropriations bill. There is some good news in the current version, though not much change from FY2018. See the breakdown here.
  • ACA Repeal: Yep, It’s back. Repeal activists and legislators are preparing for yet another repeal attempt, which they’ve tentatively named the Health Care Choices Proposal. This version would be just as disastrous as previous ones, according to an analysis from the Health Advocates Alliance (HAA), of which CALPHO is a member.
  • Pandemic and All-Hazards Preparedness Reauthorization Act (PAHPA): Approved out of the house subcommittee on Wednesday, June 27, this Act reauthorizes many federal preparedness programs as well as locally-focused initiatives like the Hospital Preparedness Program (HPP) and the Public Health Emergency Preparedness Program (PHEP). NACCHO and allies are closely following its progress. The Senate version, which includes “advancing innovation” in its title, is currently in committee. Read a statement supporting the Senate version from the Trust for America’s Health.

We will continue to monitor the budget process and relevant legislation as the summer progresses. NACCHO’s Podcast Series are a great way to stay on top of these efforts. Listen to them here.
