The LIFT America Act Would Strengthen PH Infrastructure: Sign on to Support
The major provisions of the Leading Infrastructure for Tomorrow’s America Act (the LIFT Act) recently introduced in the U.S. House by Representative Frank Pallone, would improve water, energy, and broadband infrastructure. The act also includes funds for non-disease specific public health laboratory capacity and data infrastructure, which should significantly improve communicable disease surveillance and response. The Trust for America’s Health has developed a letter of support to which you can sign on here. Learn more about the act in Pallone’s press release.

de Beaumont Poll: Further Evidence of Public Health’s Visibility Challenge
The de Beaumont Foundation recently conducted a poll on Americans’ perceptions about the determinants of health and institutional forces that contribute to community health. Perhaps as expected, a significant majority of respondents (87%) indicated that personal choices played the most important role in health, while only 44% choosing “where you live” as the primary determinant. Just as concerning, respondents viewed hospitals, police departments, and schools as playing a greater role in creating a healthy community than LPHAs, and over half of respondents were unfamiliar with their LPHA. They sliced the data in a few more interesting ways, and you can see those results here.

Frameworks Workshop Launches Effort to Boost Our Communications Game
Held on Wednesday, May 29, the workshop drew a wide variety of public health professionals from across the state seeking to sharpen their communications and advocacy tools. Participants included directors, environmental health specialists, public information officers, administrative officers, preparedness specialists, and epidemiologists, among others. We started the day with a review of framing practices and the nuances of our communications challenges, moving to solutions-based practice in the afternoon. Frameworks facilitator Jenn Nichols provided many nuggets of wisdom from their 20 years of research to inform these efforts, like the concept “prevention” being generally unhelpful in conveying what public health does. Participants will continue to refine the messages and strategies in this summer’s Zoom-only community of practice sessions, which will be held from noon to 1:15pm on the following dates (registration coming soon):

Cost Assessment Continues and Additional TA Webinar Dates
The hard work of filling out the PH Transformation cost assessment continues at all LPHAs. The knowledge gained from these efforts will significantly boost our case for funding governmental public health adequately and predictably in Colorado, so give each other a big thank you for your continued hard work. Annie Sieger with Habile consulting will be holding additional technical assistance webinars in general topic areas on the following dates and times:
  • Thursday, June 6th at 3:30pm AND Tuesday, June 11th at 9 am, noon, and 3:30 pm
    Allocating Scarce Resources:
    Many LPHAs, especially those who serve fewer than 50,000 Coloradans, have limited FTE currently implementing CPHS services. Some of those FTE may be working across all twelve Foundational Capabilities and Services! This can make it very difficult for LPHAs to allocate their resources across the 53 functions in this Assessment. We’ll discuss how to make educated allocations of the resources currently spent on CPHS Using the “scratch paper” allocation.
  • Thursday, June 13th at 9 am
    Thinking Transformatively About Full Implementation:
    LPHAs are frequently tasked with doing more with less. This scarcity has led to impressive creativity around how to provide the best public health services for Coloradans, but can also lead LPHAs to underestimate the capacity and expertise they will need to fully implement CPHS. This webinar will help you to think beyond your current capacity and funding limitations, to imagine what full implementation of CPHS can and should look like in your community.
  • Thursday, June 13th at 3:30 pm AND Thursday, June 20th at 9 am
    Open Office Hours:
    Annie Sieger will be available via Zoom meeting to answer questions and discuss individual LPHA queries related to the CPHS Assessment.

PH Transformation Sessions at Public Health in the Rockies
CALPHO and CDPHE submitted three abstracts for Transformation and Public Health in the Rockies, and all three have been accepted. The sessions are:
  • How will Colorado [boldly] deliver on the promise of a 21st century public health system for all?
    Following in the footsteps of other states, for the last 12 months Colorado has been working through a multi-step process to create a more equitable and sustainable governmental public health system. Learn more about what prompted this work, and get a basic orientation to the steps of the transformation process being used in Colorado.
  • The roadmap to creating Colorado’s 21st century public health system
    This session will detail the public health transformation efforts to date, introduce Colorado’s public health transformation roadmap, what comes next as we work to create the public health system that works for everyone, everywhere in Colorado.
  • Facilitating a robust stakeholder process to transform Colorado’s governmental public health system
    Engaging partners, stakeholders and community members is a standard approach in public health practice. Learn how this has been applied to the Public Health Transformation effort in Colorado, and hear how the facilitation of this process is similar and varies from other engagement processes.

Denver Public Health and Tri-County Receive NACCHO Model Practice Awards
In mid-May, NACCHO announced the winners of its model practice awards, which recognize LPHAs for exemplary programs that fill a critical public health need. Denver Public Health was recognized for its work in the public health core competencies. Tri-County Health Department received two recognitions: for its syringe access program in Aurora and its work in nuclear/radiation disaster planning. Read more here. Congrats DPH and TCHD!

With Governor’s Signature, Sweeping Opioid Measures Become Law
One significant result of this year’s prolific legislative session was a slate of bills intended to fight the opioid epidemic and other substance use disorders on multiple fronts. During a May 23 ceremony, Governor Polis signed five bills in the areas of criminal justice, recovery, treatment, harm reduction, and prevention. The prevention bill, SB19-228, included $2 million for state and local public health measures. Read more on the Colorado Consortium for Prescription Drug Abuse website.

HHS Secretary Azar Weighs in on Misinformation and Vaccines
Providing much needed statements clarifying the federal position on vaccinations, HHS Secretary Alex Azar spoke on the critical importance of vaccinations globally and the danger of pervasive misinformation campaigns. Appearing at the World Health Assembly at the WHO in Geneva, Azar emphasized the need to address misinformation and misunderstanding, whether from insurgents casting doubt on the Ebola vaccine or U.S. anti-vaccination groups perpetuating discredited science. Senator Bennet’s American Family Act Takes Aim at Child Poverty
Seeking to make child poverty a central issue in his presidential campaign, Senator Bennet and co-sponsors introduced the American Family Act, which would expand the child tax credit (CTC). As it is currently structured, the CTC offers very little benefit to families in poverty or with very low incomes. The act would significantly increase the benefit for low-income families and help pull millions of children out of poverty. Its current chances of passage are slim, but it is not shell legislation and could pass if circumstances change. In the meantime, as a campaign issue it should raise the profile of child poverty in the national discourse. Read more about it here.

CO’s Huge Costs from Treatment Gaps for Perinatal Mood & Anxiety Disorders
A new analysis from Mathematica Policy Research estimates the societal costs of untreated Perinatal Mood and Anxiety Disorders (PMADs) for one year in Colorado. Including the likely generational effects of this treatment gap, they estimate that total cost to be $199 million for all 2017 births. Download the report here.

New Drug-Free Communities SAMHSA Grants Target Community Factors
The Substance Abuse and Mental Health Services Administration within HHS has established a new funding opportunity with the following two main goals:
  • “Establish and strengthen collaboration among communities, public and private non-profit agencies, as well as federal, state, local, and tribal governments to support the efforts of community coalitions working to prevent and reduce substance abuse among youth”
  • “Reduce substance abuse among youth and, over time, reduce substance abuse among adults by addressing the factors in a community that increase the risk of substance abuse and promoting the factors that minimize the risk of substance abuse.”
 
Applicants must be community coalitions, and applications are due by July 8. Learn more here.
