PAHPAI Emergency Preparedness Act Clears Senate Committee
On May 23, The Senate Health, Education, Labor, and Pensions committee passed The Pandemic and All-Hazards Preparedness and Advancing Innovation (PAHPAI) Act. Among other provisions, the act reauthorizes the Public Health Emergency Preparedness (PHEP) and the Hospital Preparedness Program (HPP), both of which are critical to expanding and modernizing response capabilities for LPH and its health care partners. The act also includes modernization for the CDC’s biosurveillance capacities. Sponsors and supporters of the act framed it as vital to national security and disaster response infrastructure, and it has been a fully bipartisan effort that is fast-tracked for the President’s desk. Learn more in this press release from NACCHO and follow the act’s progress through this news search.

SIM Population Health Workgroup Releases Mental Health “Call-to-Action”
This State Innovation Model (SIM) workgroup organized findings from a year of research and deliberations on the mental health of men and boys into a final “call-to-action” report, released early in May. Their conclusions and recommendations include targeted outcomes for decreasing suicide rates, drug overdoses, and poor mental health days for men and boys. From the outset, they stress the key role of multi-sector partnerships in achieving these goals. The call-to-action format is intended to influence decision makers at all levels, as well as being an invaluable resource for LPH and its partners. Download the call-to-action here.

CIVHC Data Byte Shows Upward Trend in Firearm Injuries
The Center for Improving Value in Health Care (CIVHC) released a new Data Byte from the All-Payer Claims Database showing a disturbing trend in the number of firearm-related injuries. From 2012 to 2016, total injuries increased from 1,330 claims across all payers and types of injury, to 4,350 in 2016. While new coding procedures and other administrative artifacts may have confounded some of this data, they do reflect a national upward trend in firearm injuries, according to this Denver Post article(the Post solicited the report from CIVHC). Accidents – not assault or self-harm – appear to be the most common form of firearm injury. However, many firearm deaths never get to hospitals and so are omitted from claims data, so it may be helpful to compare this to law enforcement data. See the data byte here.

Getting the Most from CALPHO Membership
CALPHO has been making a concerted effort to provide opportunities for Local Public Health Agencies to bring up and discuss topics of significant relevance to their work. To date we have hosted a Dialogue on Firearm Safety, a presentation by the Colorado ACLU on Immigrant Rights, and co-hosted Open Mic calls on issues ranging from Mobile Home Park Water Safety to Aid in Death and Dying. We hope you continue to take advantage of these opportunities to engage with your peers about issues that affect your everyday work. Look for information on the Public Health Transformation Initiative taking place at Public Health in the Rockies August 28 and 29.

Did you know CALPHO can provide you with cameras, microphones and other technology to help facilitate your virtual participation in CALPHO meetings, and support you in your role as community convener and Chief Health Strategist? Contact Peter Manetta for more information.

As a Heath Equity Advocacy Cohort member CALPHO often has the opportunity to support and make recommendations on Heath Equity Advocacy grant funds from the Colorado Trust. Currently there are meeting and events funds available to CALPHO members, and we can help you with your application. Please contact Shannon Kolman or Tracy Anselmo for more information.

WASTED! The Story of Food Waste
Produced by Anthony Bourdain
This film is an engaging look at the obscene amount of waste our food production and consumption systems generate. While the stats are shocking, the film extensively covers the increasing ways producers, consumers, and of course chefs are innovating around the problem. This is a great film for screening with community partners, and you can supplement discussion with some related material, like this NY Times Magazine issue on soil health.
