CALPHO Hires New Executive Director!
We are very excited to announce that Theresa (Tracy) Anselmo will join CALPHO as Executive Director starting July 5. Tracy has deep experience in both nonprofit management and public health. From 2008-2011, she was director of CDPHE’s oral health unit. Most recently, she was executive director of the Partnership for the Children of San Luis Obispo County in California. Please send your warm welcomes and introduce yourself to Tracy once she is on board!

Welcome our Newest LPHA Directors!
Three counties – Custer, Teller, and Montrose – have recently hired new directors. Please join us in congratulating their new leaders!
  • Custer – Elisa Magnusun: Elisa was in the nursing field for 12 years before becoming Custer's new director.
  • Teller – Jacqueline Revello: Jacqueline had been serving as Teller's interim director before officially accepting the position.
  • Montrose – Stephen Tullos: Stephen joins Montrose from Yavapai County, Arizona, where he was Director and Health Officer.
Welcome OPPI’s New Director of Local Public Health Partnerships
Anne-Marie Braga started her new position this month, but she is certainly not new to CDPHE. She has been a leader of various offices and divisions, including adolescent health, health equity, and the children youth and families branch. CALPHO staff are already enjoying our work with Anne-Marie as we find ways to collaborate more with the Office of Planning, Partnerships and Improvement. Please be sure to say hello to Anne-Marie and welcome her to her new role!

Aspen Institute Names Two LPHA Directors as 2017 Fellows
Join us in congratulating Liane Jollon of San Juan Basin Public Health and Jeff Kuhr of Mesa County Public Health. They will be joining 18 other Colorado health leaders as fellows in the Aspen Institute’s Colorado Children and Families Health and Human Services Fellowship. The fellowship “invests in visionary leaders committed to making Colorado the best place to have a child and sustain a healthy, thriving family.” Another public health awardee is Tista Ghosh, Deputy Chief Medical Officer and Director of Public Health Programs at CDPHE. Health Equity is a Journey Not a Destination: True Dialogue Can Make for a Nicer Ride
In a blog post, CALPHO Project Manager Shannon Kolman discusses some of the challenges in working towards a vision in which all people, regardless of race, ethnicity, religious beliefs, income or address have the opportunity to attain their full health potential. Many Public Health Wins During the 2017 Legislative Session
Since January, we have all felt the persistent confusion and occasional panic around the uncertain future of federal support for public health. By contrast, Colorado’s 2017 legislative session was relatively sane and productive. Local public health and its partners have much to celebrate. Below are some highlights from the 47 bills and budget items on which CALPHO took positions. You can see the full list here.
  • Budget items: CALPHO support was influential in preserving critical CDPHE programs, including Long Acting Reversible Contraception (LARC), the Colorado Immunization Information System (CIIS), the Healthy Kids Colorado Survey (HKCS), and full funding for the Air Quality Division.
  • SB17-074, SB17-207 and SB17-193: CALPHO supported these bills that strengthened or created programs relating to opioid abuse and behavioral health. All three bills passed.
  • SB17-250: CALPHO actively opposed this bill that would have allowed a non-standardized form to be used for both a medical and non-medical immunization exemptions, weakening an already lenient exemption process. The bill failed.
  • HB17-1116: CALPHO supported this bill that extended funding through 2024 for programs that provide direct energy bill assistance to low-income households and energy-efficiency improvements for low-income homeowners. The bill passed.
We extend our heartfelt thanks to Jennifer Miles and the dedicated team at Frontline Public Affairs for their tireless efforts! Also, many thanks to the local public health staff, directors, and partners whose testimony was key to many of these successes. In particular, we’d like to thank the following people for some key efforts:
  • Tom Butts, Tri-County and Jim Rada, Jefferson County – gave testimony on HB17-1079 (fees for wholesale food inspection program)
  • Amy Winterfeld of Summit County – testified twice, along with Tri-County, on HB17-1306 (testing lead in school water)
  • Carol Helwig, Boulder County – testified on HB17-1350 (partial fill of opioid prescriptions)
  • Liane Jollon, San Juan Basin and Indira Gujral, Boulder County – testified on SB17-250 (student exemption from immunization requirements)
While we are unaware of every contact LPHAs had with legislators, the following engagements had an impact on funding for Healthy Kids Colorado Survey, CIIS, or both:
  • Senator Martinez Humenik (John Douglas, Tri-County)
  • Senator Crowder (Ginger Stringer, Alamosa)
  • Senator Coram (Liane Jollon, San Juan Basin)
  • Denver Senators (Bob McDonald, Denver Health)
  • Boulder Public Health letter supporting the Interim Committee on Opioid and Other Substance Use Disorders resulted in a yes vote from all Boulder legislators on the committee

Mesa’s Jeff Kuhr Discusses Community Connectedness in Recent TV Interview
The newspaper Western Slope Now recently interviewed Mesa County Public Health Director Jeff Kuhr and Mesa County Human Services Director Tracey Garchar about the strategic direction their departments are taking to address Mesa County's most challenging health priorities, especially unintended pregnancy, suicide, and child abuse. As Jeff explained, they found that addressing these issues separately did not seem to be moving the needle. They also identified a specific social determinant that is a shared root factor of these outcomes and behaviors: poor community connectedness (or low social capital). Moving forward, their departments and partners will be working together to address this root factor in Mesa communities. SJBPH Organizes Community for Suicide Prevention
San Juan Basin Public Health (SJBPH) held a Suicide Prevention Community Summit on May 11th at Miller Middle School in Durango. Over 700 attendees were welcomed, demonstrating the commitment of community members to address this issue. The summit included a Brief Suicide Intervention Training, breakout sessions, and a resource fair. Goals included raising awareness about how to help someone contemplating suicide, as well as gaining feedback from attendees on local strengths, weaknesses, and unmet needs related to mental health and wellness.

In creating an action plan for collaborating with community partners, SJBPH has chosen the 10 Pillars of a Suicide Safer Community as a guide. Summit attendees identified two areas of focus; Mental Health and Wellness Promotion, and Suicide Prevention Awareness. A leadership committee following collective impact principles will develop the forthcoming action plan, which will emphasize the above of concern. Preventing suicide is a challenge that will require combining many existing community resources, as well as developing some new ones. Over the next few months, SJBPH will convene partners to develop a long-term strategy through this action plan in addition to launching a mental health stigma reduction campaign.

The Annual, taking place July 11-13 in Pittsburgh, is the only national conference dedicated to local public health leaders and practitioners. CSPH Offers Scholarships for Fall 2017 Maternal & Child Health Courses
Through an innovative scholarship program, the Colorado School of Public Health is offering graduate level Maternal and Child Health (MCH) courses that address the current educational and training needs of practicing MCH professionals working in hard-to-reach areas of the Rocky Mountain region. This program will provide intensive public health education and skills development at a distance while allowing you to maintain your work and family responsibilities. The 1-credit courses will be offered without charge to a limited number of eligible MCH workers in rural, frontier, or tribal underserved areas in the Rocky Mountain region. Fostering and Managing Organizational Innovation Workshop
Explore your role in fostering and managing innovation within your organization during a workshop presented by the Colorado Certified Public Manager Program. Innovation is becoming a common term used by leaders in government, but it still isn’t embedded in our public health vernacular. As we partner across governmental agencies and teams, it is important for public health professionals to understand innovation, how it relates to performance management, and our role as innovation leaders.

Beginning that process is a personal reflection: what is my leadership style, and what role do I play in innovating and supporting my current team? This workshop focuses on key factors in navigating organizations towards success, including: effectively measuring the performance of strategies in reaching goals; creating environments to support innovation and systems improvement; managing projects and change management; and the importance of leadership, strategy, and culture. Health in All Policies Tool of The Month: Power Mapping
Power mapping is an established yet not well documented process for understanding the relationships of influence among the powerful in your community. Participants in the process typically start with a “target,” usually a leader who holds power in an area of interest, like health or transportation. Participants then map out the connections of influence between that person and other powerful interests, organizations, or people in the community. This process can also be adapted to include statutory power and responsibility or explore relationships between organizations instead of people. It is simple and collaborative, and can provide groups with a map for informing strategy around health communications, policy development, and community engagement. This website is a simple but powerful tool for connecting those seeking social and human services with programs in their geographic area. There are also tools for helping those running programs to make themselves more visible to clients. It is deceptively simple. The Trouble With Reality: A Rumination on Moral Panic in Our Time
By Brooke Gladstone
This short and approachable work by a veteran critic of media and culture is an efficient treatment for the often paralyzing disorientation caused by living in a post-fact world. Gladstone calms some of the reader’s existential panic from the very first pages by showing how we have confused truth with facts. After that, you might worry that she is about to mount an argument for some kind of passionless, post-modern solipsism, but she actually stays pretty grounded and doesn’t completely abandon morality rooted in truth. She even offers some pragmatic steps we can take as individuals and organizations to adapt quickly and effectively counter the forces of alternate facts.
