CALPHO Joins Coalition of PH Organizations in “Public Health United” Statement to the Governor
The statement thanks the governor and other leaders of the state’s COVID-19 response for their actions to implement mitigation and encourages them to continue these efforts, as well as consider the future of the public health system and workforce. Read it here. 


CALPHO and Partners Stepping-Up Public Health Volunteer Coordination
While all of you are at different stages of this outbreak, there is a clear need emerging for specialized public health volunteers, especially those with experience in epidemiology. CALPHO, the Colorado School of Public Health, and CDPHE are working on systems to connect your various needs with skilled public health practitioners and students. Central to this effort will be meeting the anticipated need for large-scale contact tracing and case investigation that more widespread testing will allow.

Peter Manetta is currently collecting information from volunteers across the state while the school is assessing its students’ capacities. Additionally, the volunteer coordinator at the school can help you structure and define your volunteer positions. We are not waiting for these systems to be perfect to connect volunteers to you, so if you have an need, immediate or anticipated, please let us know! We have already connected some agencies with volunteers. So far, our list of volunteers has skills in the following areas:
  • Communications
  • Biostatistics
  • Epidemiology
  • Evaluation
  • Database management

Colorado COVID Relief Fund First Deadline TOMORROW
Apply HERE. Through this fund, eligible organizations may receive a general operating grant of up to $25,000. The current und application deadlines are every two weeks. On April 13th Community Resource Center and Philanthropy Colorado are facilitating a webinar reviewing the Colorado COVID Relief Fund opportunity, learn more below and register here.

CO Supreme Court Rules Legislature Can Continue Current Session 
The court ruled late Wednesday, April 1, that the legislature can continue its current session (once it is safe). Read more about that and what steps the legislature may take upon restarting in this summary from Frontline Public Affairs.

The Frameworks folks have been hard at work crafting messaging guidance to help combat misinformation, stigmatization, and fear. Below is their entire series of emails so far:

  • Helping people understand the “how & why” of public health orders

Special Enrollment Period For Health Insurance Extended to April 30
The Office of the Governor announced yesterday that the the special enrollment period for health insurance would be extended to April 30, through Connect for Health Colorado. Only the uninsured may enroll during this period, no plan changes. Lear more here. 




How Federal COVID-19 Stimulus Dollars Will Impact Colorado
Some highlights on how these funds will be distributed across Colorado. Excerpted from the Colorado Fiscal Institute newsletter.
  • Coloradans will receive a total of $4.85 billion in direct cash stimulus payments. 
  • For Coloradans who earn the lowest incomes, the cash payments will represent as much as 9.5 percent of their annual pay. 
  • Colorado will receive more than $2.2 billion in relief for the state government and local governments. 
  • It’s estimated the $600 bonus unemployment payments to displaced Colorado workers will pump between $150.6 million and $322.7 million into the economy each month. 
  • The Small Business Administration will be providing forgivable loans to small businesses that employ just under 50% of Colorado’s workforce. 
  • Colorado could see $385 million in increased costs due to higher enrollment in Medicaid caused by the economic consequences of the outbreak. 
  • With unemployment spiking due to COVID-19, changes to federal rules mean SNAP benefits will increase for many eligible Coloradans 
  • Though controversial, provisions regarding financial aid to the airline industry will likely have a larger-than-average effect for Colorado given the $26 billion economic impact of Denver International Airport. 
  • Public and private efforts at the national, state, and local level must ensure the costs of recovering from this crisis are spread out in a fair and just way.

Setting the stage perfectly for our long-overdue “You’re Welcome” campaign, the American Public Health Association is running a “Thank You Public Health Professionals” campaign for National Public Health Week (NPHW). We are encouraging our partners and state leaders to make use of the communications resources including this sharable graphic. (Disclaimer: the “You’re Welcome” campaign is a joke. Happy belated April 1!!)

NACCHO Podcast Series: The Local and State Health Department Perspective on the COVID-19 Outbreak 
Excerpted from NACCHO’s News from Washington
On this week's NACCHO Podcast Series episode, Ian Goldstein talks with NACCHO Chief of Programs and Services Dr. Oscar Alleyne about his time in the Assistant Secretary for Preparedness and Response (ASPR) Emergency Operations Center. They also discuss the vital role of local health departments in the COVID-19 response. 

Later in the program, Ian chats with Public Health Director for WEDCO District Health Department, KY Dr. Crystal Miller and the Commissioner for Public Health for the Commonwealth of Kentucky Dr. Steven J. Stack. They discuss the Kentucky response to COVID-19 at the local and state levels, including how local health departments and state partners are collaborating to track and respond to the spread of COVID-19.

Seeking Professionals for CCPD Review Committee
The Cancer, Cardiovascular and Chronic Pulmonary Grants Program, on behalf of the Colorado Board of Health, is currently seeking applications from professionals to serve on the statutorily mandated grant program Review Committee in the following positions, for a three-year term from August 2020 - July 2023:
  • Cardiovascular disease professional
  • Cancer professional
  • Public Health professional
All applicants must submit a 1) Signed application form, 2) Current resume or curriculum vitae, 3) Statement of interest, and 4) Brief biography.
Applications are due 5 p.m. Thursday, April 30, 2020. Applicants who reside outside of the Denver metro area and particularly in rural areas of the state are strongly encouraged to apply. Please see the CCPD Review Committee webpage for more details.

Community Foundations Across the State Offering Relief Funds
Colorado’s community foundations have joined statewide philanthropy in stepping up to provide much needed support. Check out this list of COVID-19 releif and recovery funds compiled by Philanthropy Colorado. Some LPHAs maybe eligible for funding, and we have been asking those foundations about their criteria. Most have indicated they are still establishing the details of each fund or will work directly with county governments, and we will be following up with them to check in.
