Youth Sexual Health Gaps/Priorities Survey
Last year Trailhead Institute was the recipient of Colorado Youth Matter’s assets when the latter organization closed its doors after over 20 years of working towards ensuring Colorado youth had access to age appropriate, medically accurate and comprehensive sexual health education. Trailhead is seeking the input of their public health partners on the gaps and priorities in youth sexual health. In order to do this, they are asking you to complete this brief survey. Trailhead would also appreciate your assistance forwarding this survey to individual youth, parents, guardians, clinicians, educators, and others who are committed to the best health and wellness outcomes for Colorado’s young people.

San Juan Basin Public Health Celebrates 70th Anniversary!
Originally founded as the San Juan Basin Health Unit in 1948, SJBPH has now been serving that region continuously for 70 years. Agency staff have prepared community events and a historical exhibit, including photos and various implements from the era. They held a ceremony in Durango on March 29, and will be holding another in Pagosa Springs on April 12. Learn more here. Keep up the good work, San Juan Basin!

2018 Network Strengthening Grants: Apply by April 11
As a grantee member of The Colorado Trust Health Equity Advocacy (HEA) Cohort, CALPHO again has the opportunity provide funds to you, our partners. The Colorado Trust decided to make $40,000 available to each Cohort member for a grant period starting July 1, 2018 and ending November 30, 2019 (17 months). The Colorado Trust’s goal for this funding is to strengthen the network of each organization in the HEA Cohort by adding partners not currently in the Cohort to engage in policy advocacy, capacity building, and health equity field building work - thus growing and/or strengthening the field of people/organizations dedicated to achieving health equity in Colorado. Congress Approves 2018 Budget, But 2019 Questions Linger
On March 23, Congress passed funding legislation for the remainder of 2018 (through September 30 2018). There were some victories for public health, including a $1 billion increase for CDC over FY2017 funding levels. Increases include:
  • $350 million to combat the opioid crisis
  • $10 million for public health emergency preparedness
  • $160 million for the Preventive Health and Health Services Block Grant
 
In addition, the bill included language that acknowledged the CDC’s and other federal agencies' authority to conduct research on the causes of gun violence, but prohibits them form using appropriated funding to advocate or promote gun control. Now that funding for the rest of 2018 is secured, attention shifts to 2019. The president’s budget, which is a starting point in the process, proposed sweeping cuts to the CDC, HRSA and CMS. Congress will introduce its own versions of the 2019 budget, but this is an indication of the president’s position on many public health issues. CALPHO, NACCHO and all of our federal partners will continue to monitor the 2019 federal budget as it develops.

From Challenge to Opportunity: El Paso County’s Food System Assessment
The infrastructure and systems that feed us can seem too massive for a single community to effectively assess or improve. After all, most of the food we consume is produced elsewhere, distributed widely, and sold to us by national chains. But local conditions play a huge part in what food is available to which populations, and a local food system assessment is a first step in understanding those conditions and what can be done to improve them. El Paso County Public Health (ELPH), with assistance from LiveWell Colorado, has just completed the first phase of their assessment. Among other findings, it revealed significant gaps in healthy food availability in lower-income neighborhoods but also an abundance of potentially cultivable land. According to Healthy Environment Planner Aubrey Day, who is leading the project, stakeholders are emphasizing the economic development potential in creating a more equitable food system. An abundance of land and food access gaps combined the right incentives could encourage local entrepreneurial activity around health food production, distribution, and marketing. This development potential and other solutions will be informed by the next phases, including a market assessment, a policy audit (especially zoning), and primary data collection in community. CALPHO Goes to Washington: Tracy Meets With CO Delegation
During NACCHO's winter SACCHO leadership meeting at the end of February, I met with the staff of Representatives DeGette, Coffman, and Polis. During the visits, I was able to talk about three main points that have come up frequently in conversations about our work: the opioid epidemic, continued and increased funding for the CDC, and reauthorization of the Pandemic and All Hazards Preparedness Act (PHAPA).

While discussing these important topics in general, I was also able to provide details about each program around the impacts in their jurisdictions. Additionally, I asked that each consider the following: while the declaration of an opioid epidemic raises significant awareness to the issues, it is important to take the next step and allocate monies specifically to public health for primary prevention. With regards to CDC funding and the Prevention and Public Health Fund, we discussed the important role CDC plays in supporting local public health. Without this support, LPHA’s would be severely hampered in their efforts to maintain basic programs and respond to emerging threats to the health and safety of their constituents. Finally, regarding PHAPA, not only did we talk about the reauthorization and the distinction between the PHEP and HPP, but also the allocation of funding to the Public Health Emergency Preparedness Program to ensure preparedness to respond to any public health emergency such as flu, wildfires, or floods.

TCHF Announces Priority Areas for New Strategic Focus
Over the past few years, The Colorado Health Foundation (TCHF) has been cultivating closer relationships with the communities it serves and expanding its awareness of and participation in the state’s health equity movement. After announcing a new strategic focus last year, they have been refining the elements of that focus and are now moving forward with four specific priority areas: maintaining healthy bodies, nurturing healthy minds, strengthening community health, and championing health equity. They will continue supporting their legacy priority efforts that cut across all areas, like healthy schools. Additionally, they have selected four Colorado counties (Morgan, Pueblo, Alamosa, and Eagle) for special attention in the areas of systems change, local leadership, and civic engagement. NNPHL Hosting Webinar on Local-Level Policy Development
The National Network for Public Health Law (NNPHL) is offering a local policy webinar focused on understanding ordinances, resolutions, and proclamations. Reviewing and updating public health laws and policies is an essential part of public health. At the local level, this task falls to boards of health, health departments, city and county governments, and their legal counsel. All of the players must understand their role and their legal authority. The presenter will discuss resources and strategies for researching law and policy at the local level, and highlight examples of legal and policy innovations in small- and medium-sized communities, as well as in the nation’s largest cities. The webinar is April 19, from 11am to noon. Register here.

The National Network for Public Health Law (NNPHL) houses many excellent resources for public health practitioners with legal questions. Their guidelines for public health advocacy are particularly useful as some agencies and their partners explore advocacy approaches to local systems change. Aetna Foundation Cultivating Healthy Communities Grant: April 18 Deadline
Aetna will be awarding $2 million in grants between $50,000 and $100,000 for their 2018 cycle. This grant program will fund projects aimed at social determinants including the built environment, community safety, environmental exposures, and socio-economic factors for “a well-defined group of people in a community.” Projects that have “solid methods for measuring change over time will have a competitive advantage.” The application deadline for the first stage of their two-stage application process is April 18. CDOT Offers Free Bicycle and Pedestrian Facility Design Classes
CDOT's Bicycle and Pedestrian Program is once again bringing these popular FREE classes to the Front Range in April (classes on the Western Slope will be held in the fall, but anyone is welcome to attend any class). These classes offer expert training in new and existing standards for creating bicycle and pedestrian facilities. These fast-paced classes will provide information through hands-on exercises, presentations and discussions. Design flexibility and engineering judgement will be emphasized throughout each class, and will be supported with the latest guidance. You'll learn from national instructors, as well as share experiences with other participants. There are two front-range classes, and each class is limited to 40 people. Learn more here.
