Health Equity Awakened Leadership Fellow: Application Deadline Tonight
This is the last day to apply for this fellowship, a program Human Impact Partners. They are specifically seeking LPHA professionals “who want to strategically tackle personal, institutional, and structural challenges to advancing health equity. Big Wins for CALPHO Early in the Legislative Session
Two bills that CALPHO actively opposed were defeated in the Senate last week and an additional bill that CALPHO was not in favor of was stopped from being introduced at all!
  • SB18-045, which aimed to repeal the paint stewardship/recycling program died during the Senate’s second reading, through a standing vote, on February 21st. We owe a special thanks to Rebecca Meyers from the Frontline Public Affairs team for leading CALPHO’s lobbying effort and helping this program to continue on.
  • SB18-139, which aimed to establish a statewide tobacco retail license BUT preempt local policies, died in the Senate Business, Labor and Technology Committee on February 21st by an unexpected vote of 6-1. Jennifer Miles led the lobbying efforts for CALPHO along with all the organizations in the Colorado Tobacco Free Alliance (such as American Lung Assoc., Cancer Society, Heart Assoc.) Colorado Counties Inc.(CCI), Colorado Municipal League (CML) and CDPHE. Very special thanks to Rick Ritter, Public Health Director for Otero and Crowley counties who did an amazing job of testifying. Rick spoke about local control and the role of LPHAs in advising county and city governments on policy issues that impact communities. It was expected that this bill would pass the Senate but thanks to a strong coordinated effort it never made it to the House.
  • Earlier in February, Rebecca Meyers, Lane Drager with Boulder County Public Health, and others helped to derail draft legislation from Representative McLachlan regarding cottage foods, that would have would have allowed “permitting” of home kitchens and selling food for human consumption to retail food establishments. Many of CALPHO’s members expressed concerns with the legislation around issues with increased foodborne illness and the lack of product tracing.
 
CALPHO thanks the many LPHAs that sent letters and communicated with legislators about these three proposed policies, CALPHO Policy Committee members who tracked and discussed these issues, and of course Frontline Public Affairs for their outstanding lobbying work.

Talking to the Business Community about SDOH: Mesa’s Connectedness Approach
LPHAs often struggle with forming lasting relationships with their local business communities whose participation is necessary for tackling upstream determinants. Translating public health concepts, especially social determinants of health, into messages that can be quickly understood by busy managers or owners is part of overcoming that challenge. Even if they come to understand what SDOH means for “affected” populations, that understanding might not include why members of the business community are key to addressing upstream determinants or why it is also in their long-term business interest. Mesa County Public Health (MCPH) is making these arguments by speaking directly to the business community about social capital and community connectedness. MCPH and its partners made community connectedness both the rallying concept and primary mission of their health improvement efforts. Sarah Johnson, community organizer for MCPH, published two opinion pieces in The Business Times of Grand Junction in January and February this year. The articles, entitled Businesses play key role in fostering connections and Strengthening connections strengthens the economy, clearly explain how business is both necessary for and will benefit from strengthening community connections.

ECHO Colorado Releases Reach and Impact Report
In their first major evaluation report, ECHO Colorado has just released data on the reach and impact of all their series from 2015 through 2017. These data reveal how ECHO has been connecting mostly primary care medical professionals to specialist expertise and knowledge. These efforts to increase medical and human services workforce capacities, especially in rural and underserved communities, should improve access to care and services. Denver International Airport Will Be Completely Smoke-Free Starting March 1
The Colorado Tobacco Free Alliance is celebrating a milestone this month, as DIA finally closes its last smokers lounge. DIA is the last public building in the state to allow smoking indoors, and a holdout among major U.S. airports. This move is not just about making the airport cleaner and healthier for everyone, it also helps smokers who are trying to quit. Read the press release here.

Consensus Study Reports on the Public Health Consequences of E-Cigarettes
Despite the popularity of electronic cigarettes (e-cigarettes), especially among people aged 17 and under, not much is known about the health effects of the traditional cigarette alternative. With support from the Center for Tobacco Products of the Food and Drug Administration (FDA), the National Academies of Sciences, Engineering, and Medicine convened an expert committee to conduct a critical, objective review of the scientific evidence about e-cigarettes and health. The conclusion of the committee was that across a range of studies and outcomes, e-cigarettes appear to pose less risk to an individual than traditional tobacco cigarettes. Additionally, the evidence is suggesting that e-cigarettes may increase regular smoking initiation in youth, but may aid adults in quitting regular smoking. Conversations with Hospital and Health System Executives: How Hospitals and Health Systems Can Move Upstream to Improve Community Health, a new report from the de Beaumont Foundation, in partnership with the BUILD Health Challenge, examines how hospitals and health systems can drastically improve their community engagement work by fostering cross-collaborative partnerships focused on upstream factors affecting community health outcomes. It contains best practices, executive-level insights, and practical how-to guides for connecting community and hospital leaders. Download the report here.

HiAP Tool of the Month: Online Course on Building Local Policy Coalitions
This online module explores the early stages of the local policy process from a tobacco control perspective, but its lessons are valuable for all kinds of local policy initiatives. The course is available for free and can be accessed at any time. This learning module is part of "Foundations and Strategies of Tobacco Control” and is funded by the CDPHE Tobacco Education and Prevention Partnership. Colorado communities are starting to implement some of their own local tobacco policies, and this module offers guidance on how to partner with community organizations that represent affected populations, best practices for coalition structure, and the importance of securing information from opposition efforts. RIHEL Advanced Leadership Training Accepting Applications
The Regional Institute for Health & Environmental Leadership is accepting applications for their Advanced Leadership Training Program until April 30th. ALTP is a year-long program delivered to approximately 45 health and environment professionals in the Rocky Mountain region annually. It is designed to enhance the leadership skills of the individual participants and to create an interdisciplinary network of leaders who are dedicated to the health and environment of our region. The Quantum and the Lotus
By Matthieu Ricard and Trinh Xuan Thuan
This work is a dialogue between a scientist and a monk on the cross-section of Buddhist philosophy and quantum mechanics. I didn’t think that mulling the nature of fundamental reality could be light, distracting reading, but this book somehow accomplishes that. Perhaps it’s the spiritual context, which helps convey the beauty and weirdness of quantum concepts. Logical and analytical arguments might be the wrong approach to “understanding” concepts that are most completely expressed through mathematical formulations. A spiritual philosophy that is grounded in the concepts like impermanence of reality and illusion of certainty might be the most appropriate medium for approaching purely mathematical notions (at least for non-mathematicians).
