Registration Now Open for May 3, 2019 Culture of Data Conference
ii. For the third year in a row, the Colorado Public Health Association (CPHA) hosts the Culture of Data (CoD) conference as the primary organizer. CPHA continues to stay true to the values and objectives of the conference as it remains community led and focused. This year, the CoD theme is “Data connections between behavioral health and public health: creating a culture of equity.” Learn more and register here.

State BOH to Consider CO Core Public Health Services Rule Change
A “request for rulemaking” hearing will be held at the February 20 State Board of Health meeting. This is one of many steps in Colorado’s public health transformation efforts to align Colorado’s core public health services with the Foundational Public Health Services model, and to position Colorado to move forward with an assessment of the costs in providing the core services. A big thank you to focus group participants, directors, and steering committee members for pitching in on finalizing the overarching descriptions that constitute the major revisions to the rule! Next, we’ll be parsing the detailed definitions and considering how they will be operationalized.

How is Affordable Housing Currently Funded?
The Colorado Coalition for the Homeless and the Colorado Fiscal Institute prepared a slide deck with basic information on affordable housing funding. It explains all the different state, federal, and local programs, what each is meant to improve, and how much each contributes. As housing and housing affordability emerge as local and state public health priorities, this information should help planners considering what steps their agencies can take to support affordable housing. CALPHO Takes a Stand on Two Tobacco Related Bills
CALPHO is actively supporting two bills currently being considered in the Colorado Legislature; HB19-1076 Clean Indoor Air Act Add E-Cigarettes Remove Exemptions, and HB19-1033 Local Governments May Regulate Nicotine Products. Both bills are critical for all Colorado communities trying to prevent kids from becoming addicted to tobacco products and protecting everyone in the state from the harmful affects of tobacco use and second-hand smoke. State Attorney General’s Office Weighs-in on Youth Suicide
The former Colorado Attorney General, Cynthia Coffman, commissioned a study on youth suicide in the state, including in-depth focus groups with youth from across the state. The report revealed some expected risk factors, like access to firearms, but also explored protective factors, like social connection through faith or other groups. Read more here.

Celebrating Successes: Partnering for Preparedness
Denver’s Joint Public Health and Environment Incident Management Team (IMT) coordinates the development of plans to rapidly distribute drugs or vaccines to Denver’s residents and visitors. In June 2017, Denver’s Joint Public Health and Environment IMT and other local response partners participated in PHED Ex (Public Health Emergency Dispensing Exercise) 2017. This full-scale emergency preparedness event tested Denver’s ability to rapidly assess a public health emergency, receive and deliver federal supplies and provide “medication” at mock dispensing sites. Fifty-two partners, including state and federal agencies and regional hospitals and businesses, participated in activities. Over three days, they tested emergency communications, mobilized staff and tested processes for delivering medications to the public. More than 100community members, including several with disabilities, visited an open (all-welcome) dispensing site managed by Denver’s Joint Public Health and Environment IMT. This groundwork has resulted in the recruitment of more than 275 participants into the Metro Foothills Healthcare Coalition, which supports the health care preparation, mitigation, response and recovery for any emergency.

These and other public health success stories are featured in CALPHO’s transition brief for newly elected or appointed government leaders. Communicating the value of public health through such stories will be a key component of the outreach and advocacy efforts supporting public health system transformation. CDHPE and Eagle County Partner to Offer Risk-Based Inspections Workshop
Retail Food Team at CDPHE has partnered with the Eagle County Public Health to be able to offer the Colorado Risk-Based Inspections workshop on April 17th and 18th at the department in Eagle. Adopting the Food Code allows for this workshop to be even more valuable when applying a risk-based method to inspections. Register here through CoTrain.

NACCHO Offers February HiAP Technical Assistance Webinar
The webinar will take place on Wednesday, February 13 from 12:00pm to 1:00pm. The topic will be "HiAP Initiatives and Policy Opportunities". Participants will hear from two communities (one city and one county) with HiAP resolutions to better understand how they are implementing their HiAP initiatives. The format of the webinar will include short presentations by local health departments followed by a discussion and dialogue to address challenges participants face when implementing HiAP initiatives. De Beaumont’s PHRASES Initiative Launches Fellowship Program
The Public Health Reaching Across Sectors (PHRASES) initiative is a joint effort between the de Beaumont Foundation and the Aspen Institute. PHRASES seeks to build public health’s strategic communications capacities to better engage cross-sector partners. In addition to a suite of forthcoming resources, they have launched a fellowship program for public health professionals interested in “developing communication skills and strategies to frame public health messages in ways that resonate with other sectors.” Learn more and apply here by February 28.

Palaces for the People

Connectedness and social capital are emerging as overarching and critical public health issues that can either promote or inhibit progress on other determinants. Klinenberg summarizes and builds upon decades of initiatives and research to argue for investment in social infrastructure, including places like libraries and churches that promote social capital in different ways. The links between social connectedness and community resilience are particularly fascinating and provide strong justifications for such investments, in addition to their more direct benefit to health. For a brief overview, here’s a podcast with the author, and you can find plenty more resources on his website.
